SYNOPSIS:

Susan Burgess is internationally recognized as an expert in Software and Systems Engineering practices, processes,

metrics, testing, risk, program management, process improvement, assessments, audits, standards and quality assurance as

well as configuration management. She represents the United States to the International Standards Organization (ISO) for

systems and software engineering. Ms. Burgess is accredited as a Technical Expert by the American National Standards

Institute (ANSI) and serves as the US Head of Delegation for the new standard ISO 29119 on Software Testing at international

meetings. Ms. Burgess also serves on the standards committee for IEEE 1012:2012 – Standard for System and Software

Verification and Validation and serves as the Secretary for the United States Technical Advisory Group (USTAG).

Ms. Burgess is experienced in implementing and managing efforts such as; ISO 9001:2008 - Quality Management

Technology profession in May 2005. Ms. Burgess regularly speaks as a keynote speaker at international conferences and

was a keynote at QAI’s “ Best of the Best:” testing conference in November 2007. Susan is the subject of a feature article in

the June 12, 2000 issue of Computerworld. The article under Careers was entitled “Quality Cops” and may be on found at

http://www.computerworld.com. Ms. Burgess, co-authored with William Perry the CEO of QAI, the Quantitative Software

Testing Assessment Rating (Q*STAR) methodology for measuring the effectiveness of testing. Susan has also been a

successful Conference Chair for the past 10 years for Managing IT Projects in a Cost Constrained Economy conference.

Ms. Burgess has served as a Trainer, Examiner, Team Leader and Mentor for the US Senate and Maryland Performance

Excellence Awards. Susan also participates on the Department of Homeland Security’s (DHS) Software Assurance Forum.

Lastly, she received a recognition letter from DHS for her outstanding support in developing new cyber security and supply

chain standards for Information and Software Assurance.

Currently, Ms. Burgess is an independent consultant for various clients. Types of consulting include; proposal

development responses, CMMI Dev v1.2 / 1.3, ITIL and ISO 9001:2008 implementation; performing IV&V

assessments for the Maryland Health Care Exchange and Department of Education projects; performing

internal ISO and PPQA audits as well as generating Quality Control Plans, System Test Plans, Project and Risk

Management Plans and Quality Assurance Surveillance Plans.

Keane Federal Systems – Now NTT Data Federal Services McLean, VA 12/2006 - 04/2012

Formerly, the Senior Director, Quality Management responsible for the project management and technical oversight

of the Independent Verification and Validation (IV&V) practice including staffing as well as profit and loss. I

created the Keane IV&V for Information Technology (KIVVIT) methodology that was cited by the GAO as being

effective for large enterprise wide systems. Responsible for quality management and project related

implementation of ISO 9001:2008, CMMI Level 3 for DEV as well as participating on CMMI SCAMPI v1.2

appraisal teams. Worked on proposal responses and technical solutions for the government and public sector

clients in the areas of quality, integration and testing, quality assurance, ITIL, agile development, health care,

Certifications and Accreditation (C&A) security, earned value management, test automation, IV&V, process

improvement and configuration management. Managed staff that used HP and Rational test automation tool

suites as well as interfacing with off shore staff in India providing technical guidance across various time

zones to meet SLA’s.

Supported numerous federal government and Department of Homeland Security (DHS) clients such as; the Federal

Emergency Management Agency (FEMA), United States Department of Agriculture (USDA), Department of the Interior

Formerly, the Director of Process and Quality Assurance at Signal Solutions, Inc., a General Dynamics Network Systems

Company where she oversaw the corporate ISO 9001:2000 registered Quality Management System (QMS), the ISO

14001 – Environmental Management System registered and OHSAS 18001 compliant Health and Safety program.

Responsible for: managing quality processes and procedures; setting metrics; conducting management reviews; setting

quality objectives; oversaw quality assurance for projects; internal ISO 9001 and CMMI compliance audits; managing

departmental budgets and resources; oversaw recycling efforts; software testing; customer satisfaction; facilitating

Managing Director of I.T.B.G., a Small, Disadvantaged, Woman-Owned consulting business. Responsibilities include

overseeing and directing all projects, working on new business development, assuring customer satisfaction, staffing the

projects and profit and loss decisions as well as supporting working on various consulting assignments as outlined below.

• At Amtrak, Susan led the System and User Acceptance testing for the Amtrak Food and Beverage Point

of Sale system. The testing included all aspects of on-board service including: all functionality of the

POS devices, end to end testing to include testing of all interfaces to legacy systems, on-board terminal

functionality, reporting, and POS functions. Acceptance testing included typical operational scenarios that

a service attendant would perform, re-provisioning of a train from Food and Beverage depots, and

financial reconciliation for a simulated train trip.

• Worked with Ann Taylor Inc., a leading fashion retailer going to on-line shopping to perform project

assessment and to assess the testing required. She subsequently assumed responsibility for system

integration effort and test management for acceptance testing for their web site. The task involved

selecting a test management tool, installing and implementing it as well as defining and implementing

testing with various user groups and vendors, risk assessment, scheduling, and CM processes.

• Served as the Quality Manager on the Departmental Grants Management System (DGMS) at Department of

Housing and Urban Development (HUD) responsible for testing the system including designing and

developing test processes, plans, cases, procedures and scenarios for testing requirements, stress, verifying

the user guide, threads, load, capacity, interfaces with other systems, performance under key operational

conditions with Oracle access and the data repository. At the Office of Real Estate Management (OREMS,

responsible for leading a team to develop exemplar models for IT initiatives in support of Clinger-Cohen,

OMB and Raines Rules. Created models of effective Business Cases, Project Plans and Work Breakdown

Structures (WBS) for activity based costing.

• Susan was the acting Director of Quality Assurance for 24/7 Media, Inc., an Internet Services provider

located in Alexandria, VA. She was responsible for developing a quality assurance infrastructure and a Y2K

Remediation Plan reporting directly to the Chief Information Officer to establish processes and procedures for

on-line pop up advertisements.

• Worked as the System Acceptance and IV & V Lead for the Department of Commerce, Bureau of the Census

Program in Bowie, MD. Responsible for the staffing, establishment of teams and performance of IV&V,

System Acceptance and Requirements Verification Testing for the Data Capture and Imaging System

supporting the Year 2000 Decennial Census. Duties include Technical Lead for Independent Verification and

Validation (IV&V), System Acceptance Test (SAT) and Requirements Verification Test (RVT). Performed

IV&V assessments and audits of DCS 2000 project including cost, schedule and quality issues, development

products, and adherence to SEI CMM Level 3 processes.

• Supported Computer Sciences Corporation (CSC) corporate MIS department in establishing test plans and

scenarios, developing test schedules, supervising testing the software components as well as performing risk

assessments in the implementation of the Labor Cost Distribution (LCD) system that interfaces with SAP R3

product and legacy systems.

• Worked as the Task Order Project Manager (TOPM) and Subject Matter Expert with the Defensive

Investigative Service (DIS) to develop a comprehensive Configuration Management (CM) system to support

all DIS locations across the country. Developed a comprehensive CM strategy including processes that

encompassed software, hardware, and documentation change control management. Implemented an

ORACLE based problem reporting database, inventory control system for the LAN client server environment.

• Supported the Federal Aviation Administration (FAA) William J. Hughes Technical Center in Atlantic City, New

Jersey as an industry expert to assess the FAA test methodology to implement process improvements in

configuration management and testing. Co-authored a tailored Testing Capability Maturity Model (TCMM©)

to assess the maturity of the FAA testing process and procedures.

• Worked on the IRS Document Processing System (DPS) Client-Server project at Lockheed Martin Federal

Systems to digitally image tax returns for storage and retrieval of data. As Senior Test Engineer, responsible

for requirements analysis and verification, preparing test plans and procedures, developing testing metrics to

assess progress, McCabe complexity analyses, and system level, performance, and user testing for a SEI

CMM Level 3 program.

Aeronautical Radio, Inc. (ARINC) Annapolis, MD 10/1989 – 05/1995

As Principal Quality Planning Analyst, responsible for overall Quality Management functions of the ARINC Data Network

Service (ADNS), a distributed packet switching network that serves the airlines and related industries. The responsibilities

include evaluations, assessments, audit inspections, corrective actions, as well as risk and value analyses of the deliverables

to assure compliance to appropriate standards. These duties included participation in design reviews, code walkthroughs,

requirements evaluations, vendor quality audits, system integration and user testing, documentation assessments, as well as

functional and physical configuration audits.

Performed as the Project Leader for the Software Quality Metrics Program, which is defining the Cost-Related Quality (CRQ)

metrics to identify areas that require process improvement, to establish a benchmark for resource utilization profiles and defect

analysis designed to produce a cost-effective, high-quality system-better and faster.

As Staff Engineer, worked with implementation and evaluation of DOD-STD-2167A and 2168, and Military Standards 480A, 483A,

responsibilities included preparing software quality assurance plans; writing internal procedures; and participating in bid and proposal
