The DAT team requires a Systems Integrator (SI) to function as a Data Business Manager responsible for the entire process cycle for data acquisitions. He/She is accountable for managing and tracking all data needs/requirements for DAT, and is required to take the lead on new data requests. The Data Business Manager identifies datasets to satisfy data requirements, investigates and analyzes data requests, and applies various acquisition strategies to acquire these datasets. The Data Business Manager coordinates with internal Agency, external government and commercial organizations in the development and management of key data acquisition partnerships. He/She works closely with Subject Matter Experts (SME), Analysts, the Data Architects, and selected Operations Group personnel to develop and validate new and re-hosting data requirements. Additionally, the Data Business Manager seeks to partner with Agency internal customer organizations to leverage their existing data sources. He/She will draft Memorandums of Understanding (MOUs), and Memorandums of Agreement (MOAs) external Agency customers; working with and coordinating data requests through the proper channels including the Data Management Sub-Committee (DMSC) and the Data Engineering Review Board (DERB). The Data Business Manager must understand that not all data is good useable data that causes more noise than it is worth to down stream applications. The candidate must be able to work with development. He/She must be a strong negotiator and be able to coordinate and define the discovery and data access rules for new data. The Data Business Manager must be comfortable with technology, have a broad knowledge of the Intelligence Community (IC), and work well with people. The Data Business Manager often represents the EDG Program Office in meetings and must be able to act independently, while at the same time ensure that EDG Program Managers are kept well-informed and have the opportunity to make all appropriate decisions.

Knowledge of Data acquisitions, MOU, and MOAs -Experience with Intel Data -Data and Access control, Authentication and Authorization -Strong written and communication skills; ability to communicate with senior management, as well as technical folks -Strong Negotiation skills -Strong customer relationship-building skills -Good program/project management skills to include requirements management, task scheduling, task delegation, and team-building. -Knowledgeable in computer systems and gathering/identifying requirements. -Extensive experience with all phases of the project and software life-cycle skills -Knowledge of security terminology and access control, SSL, Encryption, PKIs, CERTs (CIA/IC) -Knowledge of Data management, and concepts, including OLTPs, Data Warehouses, ETL, and simple SQL. -Must be able to track project studies, plans, actions items, take minutes, etc.

Contract negotiation experience/skills -Business marketing experience/skills -Contract management experience (government or commercial) -Data warehouse management or development experience -Previous experience within the IC in Collection Operations and/or Analysis; preferable both -Counter-terrorism experience -Data modeling experience -Experience with SOA, Service Oriented Architecture -Experience with teams using Agile development methodologies -Knowledge of hardware architecture, methodologies, and concepts. -Understanding of CIA mission -Understanding of most or all phases of the intelligence life-cycle -Have at least 5 years of experience working within the Intelligence Community (IC) – preferably at two or more different IC organizations -IC community, experience with other agencies, such as NSA, NGA, State Dept.
