Hiring salary: $70,721.45 - $88,401.81

The Parks, Recreation & Open Space Department (PROS) is responsible for encouraging active and healthy lifestyles and contributing to the quality of life in Aurora through the acquisition, planning, design, construction, programming, maintenance, and operation of the city's parks, recreation, and open space system.

Under the direction of the Project Delivery Supervisor within the Planning, Design and Construction Division the position manages a variety of construction, maintenance, and planning projects. The position is responsible for the implementation of innovative and strategic project delivery for complex operational and capital improvement projects and a subject matter expert on project delivery and construction or contract administration.

Primary Duties & Responsibilities

Collaborate with team members across divisions and departments to ensure effective communication and project coordination with all internal and external stakeholders for efficient project execution. Provides extensive monitoring and evaluation of project performance, including budget management and contract administration.

Support the development of requests for proposals by assisting in reviewing solicitation documents including construction drawings, cost estimates and detailed specifications. Participates in the evaluation of proposals and bid documents, and the selection of contractor or consultant teams.

Monitor, evaluate, and manage the performance of professional services and construction contracts, including the project budget, and ensure delivery of high-quality projects on time and within budget. Coordinates construction activities; reviews, negotiates and approves change orders and contract payments. Maintains accurate records in the department's Project Management system.

Conduct regular site visits and construction monitoring activities in coordination with assigned inspectors and provide detailed progress reports on project advancement.

Support innovative initiatives led by the Project Delivery Supervisor. Assist in research, presentation preparation, and communication efforts related to projects.

Support efforts to improve division efficiency and monitor productivity in documenting and maintaining system processes and providing support to staff on technical projects.

Assists with public outreach and engagement; provides internal and external customer service to Aurora's diverse community.

Assists with the coordination of research, writing and management of grants received by the division.

Performs other related duties as assigned. MINIMUM QUALIFICATIONS & WORKING CONDITIONS

An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.

Education:

Associate's Degree or Bachelor's Degree in Construction Management, Project Management, Landscape Architecture, Engineering or closely related field. Experience:

Associate's degree with a minimum of 5 years of relevant experience.

Bachelor's Degree with a minimum of 3 years of relevant experience.

Experience should include progressively responsible roles in project management, encompassing design and construction management within landscapes, irrigation, parks, trails, open space, and natural areas.

A proven history of successful project delivery on time and within budget. Preferred Qualifications:

Certified Playground Safety Inspector (CPSI)

Certified Park and Recreation Professional (CPRP) Knowledge:

Comprehensive knowledge of computer operations, principles, and techniques of construction applicable to the management of parks, open spaces and trails.

Knowledge of current design principles and practices applicable to parks, open spaces, and trails. Skills:

Strong interpersonal, analytical, and organizational skills.

Skill in the use of Windows and/or iOS-based related software applications.

Strong customer service skills.

Skill in checking information for accuracy and completeness and correcting errors. Abilities:

Establish and maintain effective working relationships with employees, contractors, consultants, and residents.

Handle sensitive situations with tact and diplomacy.

Communicate effectively both orally and in writing.

Creatively solve problems, negotiate and handle situations in a positive manner. Licenses and Certifications Requires:

Colorado Driver's License with a good driving record. WORKING CONDITIONS

Essential Personnel:

When a local announcement of emergency or disaster is declared by the City, all city of Aurora employees may be required to work as essential personnel. Physical Demands:

Light work that involves moving nor more than 20 pounds at a time.

Occasional lifting, carrying, walking and standing.

Occasional pushing, pulling, bending, and stooping.

Clear vision to read and interpret reports and other written documents.

Speech communication and hearing to maintain communication with employees and citizens.

Hand/eye coordination for operation of computer keyboard and measuring instruments.

Hand/eye/foot coordination to operate a motor vehicle for field investigations. Work Environment:

Works primarily indoors but may work outdoors in all weather conditions and across all types of terrain with some exposure to dust, noise, traffic, and moving construction equipment. Equipment Used:

Uses standard office and mobile equipment; engineering and measuring equipment; electronic instruments and components; motor vehicle.

This position may require the incumbent to use personal equipment (e.g. vehicle, cell phone, etc.) in the course of their employment.
