Position Summary

Under the direction and moderate level of supervision of the Sr Project Manager is responsible for managing development of project baseline/charter requirements, procurement packaging and project delivery method analysis, on medium to high complexity capital projects throughout the Northeast Corridor or National Network capital portfolio. Individuals in this role use significant technical knowledge and related project management experience to accomplish project objectives by planning and evaluating holistic project information (i.e., scope, schedule, and budget). The role requires regular analytical reporting of project status, risks, issues, cost and schedule performance to other staff, stakeholders, and Executive Committees.

Essential Functions

Spot check design work to ensure quality of work meets standards.

Coordinate design work with internal Amtrak Stakeholders and related projects.

Coordinate Long-term planning and design work with third party stakeholders and projects.

Provides weekly updates to Program Manager, Contract Management Specialist, and other project controllers on project adherence to quality guidelines.

Lead the Project/Program team through quality management.

Maintain master Project/Program quality inspection register.

Develop quality reporting mechanisms, dashboards and presentations about project performance indicators and feed this data to ensure a cohesive picture of the program and/or portfolio.

Drives evaluation and impact assessment of identified project quality indicators to enable project team with applicable data for development of quality assurance plans.

Develops and maintains Project/Program quality control tools and workflows.

Decision rights:

Responsible for all activities detailed above, while gathering input from relevant parties (e.g., Contract Management Specialist, Construction Managers) and receiving approval from Project Director on any areas impacting project work.

Minimum Qualifications

Working knowledge of project controls Quality

Experienced SharePoint and MSPS user

Strong oral and written communication skills across all levels

Ability to organize and analyze large volumes of financial, risk and schedule performance data.

Microsoft Office (Word, Excel, Visio, PowerPoint, MS Project), MS SharePoint, SAP, BPC

Experience with Project Controls management relating to cost, scheduling, and estimating at a project level.

Associate degree with minimum of three years of practitioner experience with project controls and project management, or any equivalent combination of education and experience

Must have work authorization in the United States.

Minimum KSAs

Demonstrated experience in using PC-based word processing, spreadsheet, and presentation software (e.g., Word, Excel, PowerPoint) sufficient to prepare effective business analyses and presentations.

Excellent written and verbal communication skills.

Ability to work effectively with internal and external stakeholders.

Valid driver’s license

MS Project

Solid project management skills with prior experience managing capital improvement projects involving multiple departments.

Strong communication skills with focus on collaboration, team building, and customer service

Experience working with cross-functional teams and cross-organizational implementations with multiple dependencies.

The ability to identify problems and develop and implement solutions.

Demonstrated ability to collect, summarize and analyze data.

Proven skills in developing strategies and objectives to meet the needs of the corporation.

Demonstrated ability to build rapport within all levels of the organization and to communicate effectively with departmental managers.

Ability to collect, summarize and analyze information.

Preferred Qualifications

Knowledge of contracts and contract administration including its assessment and implementation at each phase of the project.

Six Sigma Green Belt

PMP-SP or RMP

PMP Certification in good standing

Prior Railroad Experience

Work Environment

Office building environment, and hybrid.

Work in cubicle setting; stand, sit, bend, twist, use file drawers.

Sit at computer to complete assignments, projects, and majority of tasks.

Ability to work under pressure.

Occasional travel as needed.

Communications and Interpersonal Skills:

Must have excellent oral and written communication skills.

The salary/hourly range is $94,300-$122,256. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
