SCOPE OF WORK:

PURPOSE:

The purpose of this SOW RFP is to procure Business Analysis (herein referred to as BA) services required to support the Vermont Department of Labor Unemployment Insurance Modernization.

BACKGROUND:

The Agency of Digital Services (ADS) is seeking a Business Analyst to support the Vermont Department of Labor Unemployment Insurance Modernization Project, that is in the planning stage of the project lifecycle as defined by the ADS Enterprise Project Management Office (EPMO). EPMO project lifecycle and process information can be found on the EPMO website.

State Project Oversight:

The Business Analyst shall work with an assigned Project Manager and/or Oversight Project Manager (OPM), from the State Enterprise Project Management Office (EPMO). The State of Vermonts Project Manager and/or OPM shall provide project oversight and guidance on behalf of the State of Vermont in accordance with their statutory obligation to oversee, monitor, and control State of Vermont information technology activities.

REQUIREMENTS:

Business Analysis

The selected vendors resource must satisfy the following requirements:

8 years experience

unemployment insurance experience and or government experience preferred

Demonstrated, strong elicitation skills.

Demonstrated experiences as a Business Analyst and performed functions outlined including facilitating testing.

Demonstrated ability to perform and work independently in a self directed manner.

Demonstrated experience performing as a Business Analyst on an Agile/Scrum Team (product owner experience is preferred).

Provide weekly status updates to Project Manager Weekly Report

Current State Analysis Current State Process Maps

Future State Analysis Future State Process Maps

Gap Analysis Document

Elicit requirements starting with Epics, further broke down into features and user stories Product Backlog (Azure DevOps)

Elicit acceptance criteria at the user story level for all user stories Update Acceptance criteria in Azure DevOps

Develop Test Plan Document

Develop User Acceptance Test Cases

Ensure all VT related testing is completed, and results are validated UAT Results from Azure DevOps

Requirements traceability throughout the lifecycle Azure DevOps updates & Reports that show status of requirements

Support for Design, Develop, Test, and Implement the software
