SummitET is seeking a Program Manager to support the FEMA Response Directorate by providing SME and technical support that focuses on all facets of CBRN/WMD threat planning and response, establishing standards, guidance, and planning factors to support a national effort to integrate the federal, state, and local response. This role includes budget and project management for support to national security response operations, policy and planning doctrine support, classified communications, and training and exercises. This role supports coordinating consequence management and counterterrorism operations addressing CBRN/WMD threats. This position supports FEMA and works closely with the FBI and other government agencies.

This position may require frequent travel within the national capital region to attend meetings and support operations, training, and exercises.

Responsibilities:

Provide program and project management that included budgeting, forecasting, scheduling, task management, and resource allocation to ensure timely and cost-effective delivery of products and services.

Lead, supervise, and manage a team of subject matter experts, technical support, analysts, and exercise planners to ensure the successful execution of FEMA Response Directorate CMCU and DEST CBRN programs and projects.

Review, analyze, and implement national policy and planning doctrine and prepare written and oral briefs for FEMA leadership and interagency partners.

Review/contribute to the CBRN Office doctrine, including strategic documents, program plans, operational plans, and guidance documents.

Oversee programmatic and technical aspects of CBRN planning, training, exercises, and operations, ensuring compliance with national policy and applicable regulations and standards.

Maintain strong client relationships by providing exceptional customer service, addressing client needs, and facilitating effective communication and collaboration.

Ensure the security and safety of personnel, facilities, and classified information by DHS and government regulations.

Develop and implement processes, procedures, and documentation to support program operations, including training and exercise plans, standard operating procedures, and performance metrics.

Support policy and doctrine development efforts by providing subject matter expertise and reviewing policy concerns and issues related to CBRN.

Maintains currency on national policy, interagency roles and responsibilities, and national and interagency planning efforts for the response to credible terrorism and WMD-terrorism threats.

Collaborates across the interagency to ensure cohesive implementation of national policy and planning efforts.

Conducts analysis and research to draft, validate, and improve products and services to align training and exercise with national policy and planning and implementation policies and procedures.

Requirements:

A minimum of 10 years of experience in emergency management or counterterrorism response operations, with at least five years in a supervisory position managing a team of at least five staff.

Subject matter expertise in presidential policy in response to WMD-CT threats.

A minimum of 5 years of program management or project management experience.

A bachelor's degree may substitute for four years of emergency management experience but not supervisory experience.

A master's degree may be substituted for two additional years of experience but not supervisory experience.

Demonstrated CBRN planning, response, and mitigation expertise, focusing on counterterrorism operations.

Experience in program management, budgeting, and forecasting, with a track record of successfully delivering projects on time and within budget.

Strong leadership, communication, and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders and teams.

Willingness to travel domestically and work occasional weekends or evenings as required.

Supervisory experience within the FBI Counterterrorism Division, the Weapons of Mass Destruction Directorate, or the Critical Incident Response Group is a plus.

Active Top Secret security clearance or qualifications to obtain one.
