Job Description:

Oversees Department of Defense (DoD) acquisition, and establishes policies to support it. Requires quality, timely, and accurate data, as well as actionable information. Report, analyze, and make informed decisions on the Department’s complex acquisition portfolio. In support of this effort, Should have the responsibility of identifying, obtaining, managing, and delivering timely access to accurate, authoritative, and reliable data to the Defense Acquisition Community, OUSD acquisition executive leaders, and OUSD and component analysts.

Responsibilities:

Oversee the execution of the PRISM MATOC program within OUSD A&S

Manage all aspects of the contract, including budgeting, scheduling, and compliance

Coordinate with stakeholders and strategic partners to ensure alignment with program objectives

Monitor program performance and progress to ensure delivery of services meets established standards

Develop and maintain program management plans, policies, and procedures

Lead and direct the program team to achieve program goals and objectives

Provide leadership and guidance to project managers and other team members

Identify and mitigate risks and issues that may impact program success

Foster a collaborative and productive working environment within the program team

Establish and maintain relationships with key stakeholders and partners involved in the program

Communicate regularly with leadership and stakeholders on program status and key milestones

Ensure that program deliverables meet quality standards and stakeholder expectations

Develop strategies to optimize program efficiency and effectiveness

Ensure compliance with relevant regulations, policies, and standards

Support the evaluation and selection of vendors and subcontractors as needed

Serve as the primary point of contact for program-related inquiries and communications

Champion continuous improvement initiatives to enhance program management processes and outcomes

Support the overall mission of OUSD A&S by successfully executing program objectives and deliverables

Required Skills/Experience:

10 years as a Program Manager in at least 3 A&S functional areas: Front Office, Readiness, Chief Talent Management Office (CTMO), Manpower & Reserve Affairs (M&RA), Defense Health Agency (DHA), Office of Force Resiliency (OFR), and Functional Financial Management Support (FFMS)

Experience managing Professional Services contracts at the MATOC level

Experience leading complex DoD or Federal Government projects

Execute individual contracts, task orders, BPA Calls, or Purchase Orders that fall under the A&S functional areas

Capable of working independently

Strong written and oral communication skills in the English language

Capable of directing contractor personnel and interfacing with the Government and customers

Exceptional customer service skills

Strong time-management and prioritization skills

Ability to communicate applicable technical subject matter expertise to management and others

Preferably with experience related to Multiple Award Task Order Contract (MATOC) for Capability Delivery and Application Development Support.

REQUIRED EDUCATION / CERTIFICATIONS

Bachelor’s degree in Project Management, Business, Political Science, Human Resources, Engineering, CS. etc.

PREFERRED EDUCATION / CERTIFICATIONS

Graduate degree

Project Management Professional (PMP) Certification
