This important role will manage the activities of development staff related to multifamily loan underwriting and construction lending for a variety of multifamily loan products to support the preservation and development of affordable rental housing across the Commonwealth of Virginia. The Assistant Director reports directly to the Director of Rental Housing Programs and assists with establishing short-term and long-term strategic plans for the department, ensuring they align with the organization’s strategic goals. The role will serve as the main point of contact for management of daily operations of the development group with areas of focus to include policy development and documentation, as well as portfolio and pipeline analysis. The role will attend ground breakings, ribbon cuttings, site visits, stakeholder meetings, and conferences, as appropriate.

To be successful in this role you must possess:

Bachelor’s degree in Finance, Business Administration, Real Estate, or equivalent work experience.

Deep understanding of all aspects of commercial mortgage underwriting and lending platforms, with several years of experience in managing multifamily programs.

Experience with affordable housing lending programs, including LIHTC, HUD Programs (RAD, Section 18, rental assistance), or local/state programs.

Strong interpersonal and leadership skills with experience managing staff and teams.

The ability to develop and maintain relationships with external stakeholders including developers, investors, local government officials, as well as work collaboratively with other divisions internally.

Strong negotiating skills with the ability to effectively communicate and persuade others.

Experience with policy development and process documentation.

This position requires incumbents to drive for Virginia Housing business purposes. Therefore, incumbents must possess and maintain a valid driver’s license and adhere to the standards set forth in the motor vehicle related Administrative regulations and Human Resources policies as a condition of continued employment. Must be able to travel overnight as needed.
