The role of a Plan Reviewer is of utmost importance in ensuring the safety and compliance of electrical installations with the Ontario Electrical Safety Code.

As a Plan Reviewer, the incumbent will meticulously review submitted plans and associated information for high- and low-voltage systems.

They will prepare detailed reports summarizing their findings for customers and electrical inspectors.

They will also assist in applying inspection fees for complex projects, ensuring customers are billed accurately and fairly.

The Plan Reviewer will work closely with the Plan Review Manager to provide consultations, advice, and support to ESA electrical inspection staff on interpreting and applying electrical codes, standards, procedures, and practices.

They will act as a valuable resource, providing guidance and information to internal and external contacts and maintaining awareness of customer issues and needs.

In case of any issues or needs identified, they will refer to the Plan Review Manager for further assistance.

General Accountability Review submitted electrical design and associated information, including Ground Potential Rise studies, for compliance to the Ontario Electrical Safety Code (OESC). Complete high and low voltage Plan Review reports for customers and electrical inspectors.

Provide assistance in support of the Notification Validation process for complex projects.

Assist the Plan Review Manager in providing consultations, advice and support to ESA electrical inspection staff on the interpretation and application of electrical codes, standards, procedures, practices and certification and approvals of electrical products and equipment.

Provide advice and information to internal and external contacts.

Maintain awareness of customer issues and needs, identify possible solutions and refer to Plan Review Manager.

Review Substation and Low Voltage Service maintenance condition reports sent in by contractors, and provide appropriate administrative follow-up based on technical deficiencies and/or program process.

Assist the Plan Review Manager in providing consultations, advice and support to the ESA electrical inspection staff by responding to their enquiries through active listening, questioning and diagnosing the situation to ensure thorough understanding of the issue/customer needs.

Provide information and advice in a timely manner to other department staff, internal, or external contacts as required.

Assist the Plan Review Manager in providing advice and technical expertise to customers on: electrical approvals and procedures, the application of regulations and standards, or alterations needed on equipment to meet regulation requirements.

Identify inspection department code and regulation issues, needs, and make recommendations to the Plan Review Manager for resolution.

Maintain awareness of customer issues and needs, identify possible solutions and refer to the Plan Review Manager for development of new programs and exploration of new opportunities.

Refer questions or issues (such as safety, or process issues) which require longer term study, development or analysis to the Plan Review Manager for Regulatory follow-up.

Review specialized wiring diagrams (ie: high voltage, substations, low and high voltage single lines, etc.), and produce reports to ensure conformity with the OESC.

Collaborate with internal/external contacts in the resolution of technical problems and follow-up as required with the Plan Review Manager.

Recommend revisions/additions to electrical inspection bulletins.

Where issues are identified, recommend to the Plan Review Manager, revisions to the OESC affecting the installation of electrical equipment and the approvals and use of electrical products and equipment.

Promote public safety by participating in and making presentations to various groups and contractor organizations when directed by the supervisor.

Provide technical expertise, information and guidance to consulting engineers, contractors, and other external sources on the interpretation of the OESC, and the safety requirements for electrical installations and electrical products and equipment.

Counsel Submitters prior to submission of plans to clarify various points of concern.

Ascertain complete details of problems and give due consideration to the enquiry and the application of the code.

Discuss extraordinary cases with the Plan Review Manager to obtain solution.

Suggest where feasible, alternate methods.

Supply verbal answers, or prepare written replies and if necessary utilize past Regulatory direction (ie: Bulletins). Identify inspection fee shortages as per the Fee Schedule.

Promote the various services outlined in the Fee Schedule with the customer.

Plan and organize workload and daily Plan Review activities to best meet targets and goals set for the work program.

Know and follow personal responsibilities for Health and Safety as indicated in the Health and Safety policy.

Utilize and maintain personal safety equipment as provided and directed.

Attend and contribute to safety meetings to ensure understanding and compliance with safety rules on the job.

Selection Criteria Requires a minimum of Grade 12 education or the equivalent.

Requires a current Certificate of Qualification Electrician Journeyperson, construction and maintenance and have at least 7 years experience (residential, farm, commercial, industrial and HV Substations). Must have good knowledge of the OESC, through knowledge and understanding of the practices of the electrical industry in installing and maintaining electrical equipment.

Must have a valid driver’s license and a safe driving record.

Requires the ability to express self clearly, both verbally and in writing, to be able to build and maintain good customer relations and to be able to work safely and independently.

Requires the ability to understand business financial reports and must have a moderate level of computer skills.
