JOB SUMMARY:

CARE International In Sudan is seeking an experienced and innovative Program Quality and Development Coordinator (PQD-C) who will be a senior member of CARE Sudan program management team. The PQD-C will assume overall responsibilities, leadership, and management of the CO's Program Quality and Development Unit. The PQD-C is expected to provide strategic leadership in the areas of program development, monitoring and evaluation, and learning, as well as crosscutting technical expertise.

In this role, the Program Quality and Development Coordinator will lead the development of a coherent approach and set priorities to advance CI's Global Vision and Mission and ECA Regional and Country Office priorities. S/he will oversee program quality for the Sudan Country Office Program, including Knowledge management, partnership, program design and development, and program quality: monitoring, evaluation, learning, and impact measurement.

The PQD-C will contribute significantly to the Country Office's commitment to long-term, quality programming. S/he will be expected to lead technical improvements in program design and development to ensure quality and adherence to programming standards and CARE's programming principles and also manage a team of professionals focused on the design, funding, monitoring, and evaluation of programs and projects, including both main aspects of Sudan program (emergency&humanitarian response and resilience building and livelihood)s, partnership and locally lead approach, research, communications that is informed by lessons learned and realities on the ground.

The PQD-C will ensure that all CARE Sudan approaches are based on sound contextual and need analyses, in coordination with and support from CARE-wide technical teams, and in collaboration and coordination with all related CARE Membership Partners (CMPs), and when needed. S/he will demonstrate that the CO programs are achieving impact against agreed-upon indicators and that the impact is being measured and reported. S/he will also be accountable to provide feedback, support, and guidance to both Program unit as well as Partners and/or capacity building in areas identified as priorities, arrange for trainings including the power of storytelling and engagement.

This position, which will be based in Port-Sudan and will report directly to the Deputy Country Director-Programs.

RESPONSIBILITIES:

Organizational programmatic priorities, including fund-raising and Proposal development

Lead funding processes according to CARE's fundraising standards; responsible for quality control of funding processes and communications; recommending process changes as needed.

Review/ develop a clear proposal and program development process

Impact measurement and program performance - develop and maintain exceptional PQ

Create robust frameworks to measure the impact of programs, initiatives, and CARE's interventions.

Enhance program quality and effectiveness based on impact measurement and performance evaluation insights.

Foster a culture of learning within the organization by documenting lessons learned, best practices, and successful strategies and ensure the sharing of this knowledge internally and externally to inform future program design and implementation efforts.

Grant Stewardship and Reporting

Assess and strengthen the capacity of staffs in the planning, securing and management of restricted funds using appropriate methodology, such as formal training, technical guidance, coaching and accompaniment.

Build the capacity of CARE and partners staff, in particular in report writing skills and presentation.

Monitoring, Evaluation and Learning

Supervise and support the MEAL team to ensure functionality of country level monitoring, evaluation, accountability and learning (MEAL) system, including its Feedback and Accountability Mechanism.

Supervise and support the MEAL team in keeping MEAL Strategy and Minimum Standards up to date, and ensuring their application throughout projects and programs.

Partnership and Locally-led Approach

Provide supervision and support to Partnership Advisor for the developing, rolling-out and regularly updating a Partnership Strategy of CARE in Sudan that is inspired by and compliant with the CARE International Vision 2030, and Regional Partnership Framework.

Supervise and Support Partnership Advisor in the identification, selection, contracting and on-boarding of new and partners, with an emphasis of women-led and women-rights focused organizations.

QUALIFICATIONS:

Bachelor's Degree in a related field

At least 5 years experience in strategic and operational management, including innovation and leading in Program strategy, design, and implementation.

Skilled in coordinating networks and building synergies across teams.

Demonstrated ability to build and lead effective teams

Advanced communication, facilitation, and consensus-building skills

Strong demonstrative experience in change management, including strategic and business planning and leading organizational transformation, coupled with a sound knowledge of program quality, program development and implementation and partnerships, remote management and monitoring, and GED.

Minimum 5-7 years of experience in program development, proposal writing, fund raising and/or business development in the humanitarian sector

Proven experience and knowledge in preparing successful bids

Demonstrated success in the area of new business development

Excellent proposal writing, communication, interpersonal skills and donor engagement skills

Ability to do multi-tasking and meeting deadlines
