Role Summary

Responsible for implementation of Borr’s Quality, Health, Safety and Environmental (QHSE) strategies, policies, practices and programs in assigned geographic region and for the identification, development and implementation of region-specific QHSE requirements.

Responsibilities

Monitor conformance to Borr’s Corporate QHSE policies and procedures, strategies, practices, and programs in geographic area of responsibility.

Direct the development and maintenance of region-specific QHSE policies and procedures, strategies, practices, and programs as required by customers and regulatory bodies.

Monitor compliance with applicable statutes and regulations in geographic area of responsibility.

Review work rules and procedures, maintain records, and prepare management reports in order to foster a division-wide culture focused on maintaining a safe workplace while strengthening health, safety and environmental risk initiatives.

Develop and direct a divisional QHSE audit program, emphasis on QAQC.

Act as the divisional point of contact for region specific QHSE related inquiries.

Ensure that the division fully complies with all local and international QHSE regulations and maintain appropriate reporting and accountability systems. On a regular basis, fine-tune enhancements to regional QHSE programs, clarifying areas of accountability, personnel requirements, and overall operational procedures which are consistent with company goals.

Maintain close and trusting relationships with internal customers and with external stakeholders.

Ensure that Borr QHSE policies and procedures and all relevant governmental legislative directives are enforced within the division.

Hire, train, develop, motivate, and inspire QHSE professionals for the company at the division level; set a high standard of performance; evaluate staff performance at regular intervals; coach and mentor division HSE professionals on an ongoing basis.

Provide regular progress and statistical reports to the Corporate QHSE Department as directed by the QHSE Director.

Assist with and/or lead incident investigations as required.

Represent the QHSE department at meetings or conferences as requested.

Develop and deliver QHSE related presentations to current and potential customers.

Assist with the completion and review of customer pre-qualifications, bid packages, and bridging documents as requested by Operations or Marketing Department.

Liaise with the Learning & Development Department to ensure divisional mandatory training continues to be compliant with company, regional, and customer requirements.

Full understanding and compliance with Borr’s policy of Environmental Protection.

Full understanding of the significant environmental aspects relevant to assigned facility and operations.

Compliance with all environmental procedures, operational controls, and environmental management programs.

Reporting of all environmental incidents and near misses.

Compliance with waste management systems for the assigned facility.

Support Company initiatives within the QHSE Department and throughout the Company.

Drive and implement risk assessment analysis to improve work site safety.

Develop operational QHSE Bridging documents and QHSE plans specific to each contract and customer.

Develop regional QHSE plans and HSE campaigns based on statistical analysis and reginal specific data.

Develop the necessary emergency plans and controls, providing the required operational support.

Develop regional specific procedures that align with Borr SMS, client requirements and local legal compliance.

Ability to review Borr and client SMS, perform a gap analysis with proposed corrective actions and or solutions.

Comply with all Company policies and procedures.

Other duties as assigned by management.

Communicates internally with Marketing, Operations and Rig Management Teams, Supervisor/Manager and Colleagues to ensure delivery of QHSE.

Collaborates with other department eg. Training & Comptency Legal.

Communicates externally with providers, Health & Safety experts and peers.

Leads a team of QHSE Professionals and drives the administration within the set procedures and processes and has limited autonomy to deviate. However, position can propose/ recommend changes to procedure or process to enable local solution and is able to influence direction.

Office based role which requires the position to lead the team and have the ability to motivate direct reports, working under limited supervision and where problems can, at times be non-routine and need complex analysis or interpretation.

The role requires travel as required within the region, including offshore/site visits.

Position is considered Hybrid, hence work from home office as agree with direct and functional report.

Qualifications and Experience

Bachelor’s degree or equivalent in related field from an accredited college or university, or equivalent work experience.

NEBOSH (or similar organizations) Diploma or International General Certificate preferred

Valid offshore survival and pre-mobilisation certification (ie OGUK Medical, BOSIET,, CA-EBS, etc.)

Lead Auditor ISO Standards (9001, 14001 and 45001

Lead Investigator, COMET or similar

Certified CSO (Company Security Officer) [Requirement for Mexico Only]

Extensive experience in the energy industry with experience in maintaining a world-class QHSE infrastructure and system.

Familiarity with regulatory requirements affecting regional operations.

Expert knowledge of health, safety, and environmental management system dynamics.

Ability to handle a heavy schedule of travel as required.

Excellent interpersonal skills, a high level of technical knowledge and capability, and the ability to work effectively with a broad range of people from corporate leadership, division managers, field employees, to government regulatory personnel and customers.

Excellent communications skills, oral and written in English.

Must possess a high level of integrity in all situations.

Experienced and knowledge with auditing standards, analysing investigations and formulating findings from lessons learned to improve operations.

Lead auditor experience in Quality (ISO 9001), Environmental (ISO 14001) and OHS (ISO 45001).
