USAID’s Momentum Country and Global Leadership (MCGL) award is a USAID funded global award, that works in tandem with country governments and local nongovernmental organizations to provide targeted technical and capacity development assistance and contribute to the global technical leadership and policy dialogue on improving measurable outcomes for maternal, reproductive, newborn and child health, and voluntary family planning.

MCGL seeks a Capacity Building Officer to provide technical and program oversight and direction for a two-year USAID program in East Jerusalem, the East Jerusalem Hospital Network (EJHN). EJHN comprises six non-profit, charitable hospitals that have a long history of providing services to patients from East Jerusalem, the West Bank and Gaza. The EJHN program will support hospitals within the network to diversify income streams and improve quality of services for patients from the West Bank, Gaza and East Jerusalem. This position reports to the Quality Improvement Specialist.

Responsibilities

Work closely with the partners and clinical services specialist to identify clinical training needs.

Support the clinical service specialist and QI specialist in the design and implementation of measures to address the identified needs

Identify national requirements and regulations as they pertain to different positions to build capacity in alignment and conformance to expected standards.

Support the QI specialist in mobilizing the national level clinical/technical expertise to resolve clinical issues that affect local public policy or program design

Support the development/review of evidence-based clinical training materials, job aids, and curricula, supervisory systems and other training materials and ensure their use for the implementation of quality improvement programs.

Provide mentoring and capacity building support for EJHN hospitals.

Coordinate assessments,, follow-up and supervision, advocacy, capacity-building as required by program activities

Lead “train the trainer” sessions, site strengthening, in-service and/or pre-service education, follow-up and supportive supervision to project-supported health facilities, as required by program activities

Work with health care providers and program team members to identify clinical service delivery issues that impede access to care in a timely manner

Work with M&E staff to use the available data in development of conclusions and recommendations to further strengthen program implementation

Support the building of a viable system within the organization to help facilitate the communication of relevant information and afford a decision support system for leadership to take proper actions

Required Qualifications

A medical degree (doctor or nursing) and in public health or other relevant degree would be an advantage.

5- 6 years in hospital-based quality improvement or other international public health programming.

Experience in curricula development for health personnel/ experience building capacity at individual and organizational levels

Skill in at least two or more of the following technical areas: strengthening service delivery programs, training, pre-service/in-service education, performance and quality improvement, monitoring and evaluation

The ability to liaise with senior government officials, hospital leadership and executives of NGOs, the for-profit business community, and senior members of the donor community;

Strong oral and written communication and presentations skills in English and Arabic.

Strong skills in word processing and Excel spread sheets

Familiarity with USAID or other USG administrative, management and reporting procedures and systems

Proven track record working in a project team composed of several technical experts and fostering team work and ability to coach, mentor and develop technical capacity in national programs and technical staff in the areas

Excellent written, presentation, communication and organizational skills in English
