Working closely with Congolese communities and government leaders, PATH addresses some of the Democratic Republic of Congo’s (DRC) toughest health challenges. We apply our on-the ground expertise to Polio, malaria, digital health, zero-dose children, oxygen, and medical devices. Our work includes advocating at the national level to strengthen funding for essential health interventions, such as immunization; providing targeted technical assistance; leveraging our relationships with funders, private industry, community-based organizations, and others for sustainable results; and adapting and introducing innovative, low-cost technologies and evidence-based best practices. Our operational presence in the DRC has grown steadily since 2009. PATH DRC currently has around seventy staff located in more than six provinces.

PATH seeks to recruit a Provincial Polio and Immunization Activities Manager to lead the River Strategy Project in the Haut-Lomami Province. Reporting to PATH DRC’s Senior Immunization and Polio team Lead, Provincial Polio and Immunization Activities Manager will collaborate closely with the partners in presence, national programs, subnational health authorities, and other key partners to ensure an appropriate implementation of project activities which includes immunization activities, logistics, operations, and partners’ management.

Responsibilities

Technical Leadership and capacity building (65%)

Provide technical guidance for polio and immunization project activities including ensuring that proposed interventions align with best global practices for polio elimination.

Provide scientific and programmatic support directly in the province to grow capacity at the subnational level.

Cultivate strong partnerships with a wide range of national, sub-national, regional, and global technical and program partners.

Provide guidance and support to project work in the areas of stakeholder consultation and synthesis of priorities across country stakeholders and funders.

Prepare project reports to be reviewed by DRC and EPR technical leads.

Develop and deliver technical talks and presentations.

Lead/co-lead the development of scientific publications and presentations on the project results.

Supervise a MEL officer and logistic officers in the Haut Lomami.

Project Management (35%):

Overall project implementation including direct staff management, supporting contractual and organizational reporting requirements, and ensuring high-quality technical delivery.

Provide weekly oversight to project budgetary and contractual management, including flagging any aberrations from the work plan and budget spending.

Cultivate strong partnerships with a wide range of technical and program partners.

Desired Experience:

Master’s Degree in a related discipline (medicine, public health, epidemiology, infectious disease, or a related area) required.

Demonstrated experience developing, implementing, or evaluating polio and immunization programs preferred.

At least three years of field experience providing technical support to polio and immunization interventions required.

At least three years of demonstrated expertise in project management in challenging settings.

Experience coordinating with local institutions and other in-country partners, including National Ministries of Health, required.

Strong knowledge and familiarity working in provinces (DPS) and health zones.

Experience working with the Bill and Melinda Gates Foundation a plus.

Proven ability to create and maintain effective working relationships with government personnel, NGO partners, and international organizations in the field.

Excellent interpersonal and cross-cultural communication skills; effective at cultivating strong working relationships with a wide range of technical partners and institutions; adept at working closely with others over geographical distance.

Demonstrated success in planning, coordinating, and overseeing polio and immunization services at the provincial and health zone-levels.

Strong understanding of indicators and immunization programming in DRC

Proven ability to manage challenging situations in a difficult political environment.

Excellent computer skills in Microsoft Office Suite applications, including Word, Excel, PowerPoint, and Outlook.

Experience working in geographically dispersed offices and a multi-cultural environment.

Fluency in French and English, as well as local dialects required.

Experience in public speaking and professional presentations.

Willingness and ability to travel are estimated at 10% of the time.

Must have legal authorization to work in the DRC.
