The Grants and Compliance Manager (GM) is to provide overall technical support in the management of sub-grants, facilitate training in program and financial management to sub-grantees, support sub-partners on sub-grant management and assist in reviewing sub-grants agreements. S/he will be responsible for ensuring compliance with various donor rules and regulations, legal and regulatory requirements governing the awards.

The Grants manager will oversee the overall compliance in the activity implementation from the development of work plans and budgets, reporting, sub-granting, and budget administration as assigned by the director of Finance. In addition, s/he will be involved in developing and embedding best practices to comply with donor financial rules, supporting donor proposal budgeting, analysis of institutional income, donor contract expenditure tracking, monitoring, and providing management information on key risks, contributing to the implementation of improved financial systems and processes to facilitate better donor reporting and compliance.

Job Responsibilities.

Coordinate the preparation and submission of financial and narrative reports of all kinds to donors in liaison with PADM/RPM, and the Revenue and reporting team.

Manage all the phases of the project’s sub-granting processes from award through close-out, including pre-award assessments, preparing sub-award agreements, and securing internal approvals, reviewing requests for disbursement of cash requests for accuracy and compliance with the sub-agreements and monitoring and evaluating sub-grantees performance.

Ensure that all required sub-grantees documentation is filed in the sub-awards management Information System (Salesforce) and ensure that deliverables and copies of supporting documents for sub-grantees expenses are available for audit.

Support awards and subawards audit processes, track audit findings and take action to resolve findings contained in audit reports, such as cost items questioned or unresolved partner performance items.

As the liaison point between partners and PATH's project management teams, s/he is aware of all partner successes and failures.

Ensure that all assessments (risks assessments, capacity assessments, specific technical assessments, etc.) are documented in the partners' computerized files for future consultation/assessment by PATH of opportunities for collaboration between PATH and these partners.

Notifies partners of any feedback from PATH regarding their performance and closely monitors partners' capacity-building plans and ensure their success.

Determine capacity building needs for sub-grantees and work with various stakeholders (project leadership, programs, Office of Grants and Contracts, finance, etc.) to design customized training packages, including post-training follow up and associated documentation.

Work closely with the Project Administrator and Legal contact where necessary to draft new sub-agreements and amendments.

Review the certifications, assurances, and other statements for PATH and from sub-grantees, and conduct due diligence of grantees, including reviewing all applications for red flags around legal requirements.

Ensure effective channels of internal and external communications relating to sub-grants are established and respected.

Maintain open and regular communications with Senior Management, Office of Grants and Contracts and PATH headquarters for compliance updates, learning of best practices from other countries, problem solving options, professional development, etc.

Support project teams by providing expert advice on the applicability of various donor rules and regulations.

Establish forums for knowledge sharing between Project teams across DRC.

Monitor sub-award periods and spending trends for sub-grantees and work with project teams to request and secure any modifications on a timely basis,

Should also work with the technical team and the RPM to identify the terms of reference for the work to be provided by the partner, the deliverables, and the budget.

Update Salesforce with changes related to grantees status, audit reports, Indirect Rate reports, etc.

Coordinate meetings with implementing partners.

Qualifications and Experience

Higher education required – at least Master's degree (Bac+5) in the following fields: administrative and financial management sciences, project management, business law, management information technology, management of non-governmental organizations.

Professional qualification is an added advantage e.g., In Accounting, Contracting etc.

A minimum of 7 years’ relevant experience in the NGO sector in Senior Grants/Compliance Management positions in an international NGO or private sector.

Experience in managing and supervising teams of collaborators.

Required Skills

Demonstrated ability to apply and implement donor Contracting/award systems, regulations, contract/award terms and conditions, and processes.

Experience of complex planning and budgeting processes including the ability to provide clear guidance on donor policies and procedures.

Ability to perform tasks independently with little or no direction provided.

Demonstrated ability to work remotely in a collaborative team environment.

Excellent organizational, planning, problem solving and analytical skills.

Experience in managing grants for programs funded by USAID, CDC, Global Fund, Foundations. /Charities, Development Banks.

Experience providing technical assistance to build organizational capacity of organizations.

Experience in organizing grant recipients' files.

Experience in the use of computerized grant management systems.

Knowledge of contracts’ legal aspects.

Theoretical and practical knowledge of business law and the legal environment in the DRC.

Theoretical and practical knowledge of the project management cycle.

Ability to speak, read, and write clearly and concisely in French and English.

Experience working in DRC or similar context.
