; Procurement Method: Open Competitive Bidding (International) OCBI: MAAIF-AVCP/SUPLS/2023-24/00008 Issued on: May 2,2024 The Republic of Uganda has received financing from the African Development Bank hereinafter called the Bank towards the cost of the Agricultural Value Chain Development Programme (AVCP) -Project 1, and intends to apply part of the proceeds toward payments under the contracts for a) Lot 1: Mass, Analytical, & Temperature Labs, b) Lot 2: Pressure and Electrical Labs, c) Lot 3: Force & Torque Labs For each of these contracts, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the Bank's Disbursement Guidelines and procedures for Investment Project Financing, except for those payments which the contract provides to be made through a letter of credit.

Bidders may Bid for one or more Lots, as applicable and, as further defined in the bidding document.

Bidders wishing to offer discounts in case they are awarded more than one Lots as applicable will be allowed to do so, provided those discounts are included in the Letter of Bid.

The Ministry of Agriculture Animal Industry and Fisheries now invites sealed Bids from eligible Bidders for Supply and Installation of the Second Batch of Equipment for Upgrading Existing Systems at National Metrology Laboratory at Uganda National Bureau of Standards (UNBS); Lot1: Masa, Analytical, & Temperature Labs; Lot 2: Pressure and Electrical Labs, Lot 3: Force & Torque Labs; to be delivered in a period of six months from the date of contract signing.

A Margin of Preference is not applicable.

Bidding will be conducted through the Open Competitive Bidding (International), (OCBI), method as specified in the Bank's new Procurement Framework for Bank Group Funded Operations". dated October 14, 2015, and is open to all eligible bidders as efined in the Procurement Framework.

The bidding document, in English, may be purchased by interested eligible Bidders upon submission of a written application to the address below and upon payment of a non-refundable fee of UGX 100,000/= (Uganda Shillings One Hundred Thousand) or the equivalent in a freely convertible currency.

The method of payment will be through Banks authorised to receive non-taxable revenue.

The document will be issued to bidders direct from Procurement and Disposal Unit office of the Ministry or via e-mail upon request by the interested bidder Bids must be delivered to the address below on or before 11.00 am on 19 June 2024.

Electronic Bidding will not be permitted.

Late Bids will be rejected.

Bids will be publicly opened in the presence of the Bidders' designated representatives and anyone who chooses to attend at the address below at 11.30 am on 10 June 2024 All Bids must be accompanied by a Bid Security in the form of an unconditional bank guarantee of value: a) Lot 1: UGX 47,000,000 or an equivalent amount in a freely convertible currency.

b) Lot 2: UGX 27,000,000 or an equivalent amount in a freely convertible currency.

c) Lot 3: UGX 20,000,000 or an equivalent amount in a freely convertible currency.

Attention is drawn to the Procurement Framework requiring the Borrower to disclose information on the successful bidder's beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
