Position: Program Manager - Part-time

Location: Remote

Clearance: SecretResponsibilities:

Program Manager who is responsible for program control, management, and oversight for this effort including, but not limited to meeting: DOI customer-agency service level agreements (SLAs), documenting DOI standard operating procedures (SOPs) using Government accepted ITIL-based standards, BSS/ticketing instructions, and Project Plans; Manages and oversees contractor personnel (including development, training, and evaluation); Allocates and schedules resources; and Coordinates and communicates with Government management and technical resources.

Additionally, the Program Manager shall: monitor and report on status of deliverables, project, and overall efforts; Establish implement and document processes and procedures and ensure contract staff is adequately trained; Provide support to the Government in establishing priorities and meeting the needs of DOI and its customer agencies; Assure compliance with applicable Government-wide IT standards (i.e., Privacy Act, Section 508, etc.) as provided in the terms and conditions section of the order, and as directed by the COR; Provide effective and responsive planning and execution of projects, as agreed to during the development of the Project Plans;

Develop and maintain a Contract Program Management Plan (CPMP), if found necessary and required by the Government; Manage costs, including accurately capturing and reporting non-billable profit on hours for rework; Analyze services and recommends service improvements, this can range anywhere from recommending upgrades or changes to hardware, software, staffing levels, and policies and procedures; Ensure staff maintain and further knowledge and certifications;

Ensure quality of contractual products; Maintain communication between the Government, contractor staff, and subcontractors; Submit paperwork for and own onboarding and offboarding processes; Manage risk and quality management processes; Update Standard Operating Procedures (SOPs) and develop new ones when none exist;

Ensure that all deliverables and activities performed under the Order are completed successfully and are delivered on-time and within budget, and that any and all deviations are documented with justification; Ensure compliance with all established and new regulations, SLAs, SOPs, guidelines, policies, and procedures;

Coordinate, communicate, and exchange information effectively with other Contractors and the Government; Record, track, and is responsible for all Government furnished equipment loaned to the Contractor; Develop and maintain a Quality Control Plan, which at a minimum shall be revisited and revised accordingly on an annual basis; and Generate and submit standard and ad hoc reports upon request.

The Program Manager is the main point of contact for communication between the contractor and the Government and provides oversight of activities and contractor staff under this Order.

Task Area Leads have been identified for each Task Area, which shall assist in the oversight of work and staff under each Task Area and shall be the Government Task Area Leads/designees primary contact on a daily basis and authorized to supervise Contractor staff and commit the Contractor to tasks. Though Task Areas Leads have been identified and required to assist in carrying out day-to-day activities, the Program Manager carries the responsibility of oversight for all activities, deliverables, and contractor staff under the Order.Requirements:

Project Management certification, such as Project Management Professional (PMP) is required and experience dealing with the Task Areas identified within the scope of this Order.
