MISSION STATEMENT

The Montana Department of Revenue administers almost 40 state taxes, property appraisals, alcoholic beverage laws, cannabis laws, and unclaimed property for the state of Montana. The Alcoholic Beverage Control Division manages Montana's alcohol laws, distributes distilled spirits, and promotes responsible alcohol consumption.

DUTIES

Job Overview:

This position resides in the Alcohol Beverage Control Division of Department of Revenue. Duties include managing inquiries and appeals, conducting informal resolutions, negotiating settlement agreements for compliance cases, and educating licensees about alcoholic beverage regulations. This position is responsible for monitoring, tracking and coordinating cases with other staff; working with the Office of Dispute Resolution and responding to inquires as the compliance business expert; training other staff, and determining appropriate actions related to compliance issues. The position does not supervise other staff.

Knowledge of:

Montana alcoholic beverage licensing requirements

Compliance and resolution techniques

Negotiation and settlement techniques

Legal proceedings

Financial and business documents

DOJ Gambling Control Division investigations related to alcoholic beverage licensing requirements

CFR 27, as it relates to the Alcoholic Beverage Control Division work

Montana Code Annotated (MCA), Administrative Rules of Montana (ARM), existing case law, and other legal procedures

Public Relations, office administration, records management, and related processes

Skills in:

Research and analysis

Accuracy and attention to detail

Conflict resolution & customer service

Microsoft programs and other data base applications

Written, verbal, and interpersonal communication

Working Conditions

Work hours may exceed 40 hours from time to time, including weekends.

Office environment.

Lifting is infrequent, less than 15 pounds.

Some travel may be required, must have a valid driver’s license.

EDUCATION / EXPERIENCE

The above competencies are typically acquired through a combination of education and experience equivalent to:

Bachelor’s degree in business administration, public administration, criminal justice, law enforcement, or related field; and

Three years of work experience that includes negotiations, settlements, compliance, licensing, procurement, contract administration, or program administration.

Preferred work experience includes leadership and project management.

Other combinations of education and experience will be evaluated on an individual basis.
