JOB OVERVIEW
The Sr. Project Control Analyst will be a key member of the ITC Corporate Project Control team. The role reports to the Finance Manager but will have day-to-day interaction supporting a business unit director and multiple program managers. The PCA will be responsible for project setup in Deltek (Costpoint), creating and maintaining EAC/ ETC worksheets for Program Managers, assisting with financial close to include (financial variance analysis, monthly cost and revenue accruals, unbilled analysis and remediation, and updates to monthly financial reporting packages). The role also requires the PCA to help with contract requirements to include but not limited to (initiating limitation of funds notice to the contract department, assisting the Project Manager with measuring contract workshare and performance targets as a percentage of revenue, initiating At-Risk procedures, measuring and notify contracts of vendors/ subcontractors with expiring funds, and reviewing funding modification documents for correctness and accuracy, etc. The role requires sound thinking/ reasoning skills, the ability to understand and assess dependent and independent variables, and the ability to eventually become a trusted advisor and partner with the business unit director and his reports.

Responsibilities:
Actively participate in budgeting/ forecasting, tracking, and reporting of various types of contracts and revenue, cost, and gross margin analysis for contracts
Maintain budgeting documentation files to serve as a reference for future inquiries or audits
Manage deliverable submission and tracking across multiple contracts
Frequent interaction with project managers, contracts, purchasing, finance/accounting, and HR personnel
Participate in month-end and quarterly close
Other duties as assigned by the manager
Qualifications:
Minimum Qualifications:
Years of experience: 5 years of Project Controls experience working for a Federal Government Contractor
Bachelor's Degree in Finance, Business Administration, or related discipline
Solid understanding of Deltek CostPoint
Specific skill sets: Solid understanding of all government contract types and related contract terms and conditions
Understanding of FAR/DCAA/CAS compliance requirements
CostPoint Project Setup proficiency (includes set up of the WBS, revenue, billing, ceilings, funding, PLCs, etc.)
CostPoint Purchase requests
Proposal pricing assistance/proposal reviews
Accrual calculations / methodology
CostPoint reporting
Cognos reporting
EAC development and maintenance
Customer billing compliance
Knowledge of revenue recognition rules and regulations
Variance analysis (cost and indirect rates)
Unbilled analysis
Specific equipment and applications experience required: Understanding of CostPoint project setup, CostPoint reporting, Microsoft Excel, SharePoint
Must have excellent communication and organizational skills and be able to work independently
Advanced working knowledge of MS Excel
Experience with cost estimating or financial management for professional services in a DoD environment, including IDIQ professional services at task order level with multiple subcontractors
Strong organizational and communication skills are needed to handle multiple tasks/projects with quick turnarounds
Ability to work effectively with minimal direction
Physical Requirements:
The candidate must be able to function in a general office environment.
Prolonged periods of sitting at a desk and working on a computer.
Must be able to lift up to 15 pounds at a time.
