What You'll Do:

Under direction of DODD Budget Chief, serves as Capital and Developmental Center (DC) Financial Coordinator. Acts as primary fiscal liaison and point of contact for Developmental Center fiscal staff and Facilities Management unit. Provides technical assistance to DC fiscal staff and Facilities Management team to maintain compliance with state fiscal procedures and federal regulations. Develops and implements fiscal training plan for DC fiscal staff in coordination with individual fiscal units and manages resource library. May back up DC business administrator duties in the event of vacancies or long-term absences. Communicates frequently with DCs and Facilities Management staff to provide guidance, updates, information, etc. Provides technical advice for use in decision making.

Coordinates capital budget program and fiscal monitoring. Coordinates and manages the capital biennium budget preparation and submission for DODD (e.g., consults with & receives input from Director & Deputy Directors & other staff, estimates expenditures, oversees & prepares project narratives, coordinates completion of capital budget request document, coordinates budget language submissions). Assists Budget Chief and Budget Services staff with development and monitoring of internal annual operating budgets for Developmental Centers for key DC-wide initiatives (e.g. maintenance and improvement projects, IT projects, etc.).

In coordination with staff across relevant fiscal units, coordinates formulation and implementation of agency capital and DC funding procedures and maintains procedure documents. Follows, and independently stays current on, state laws, rules, procedures & standards governing fiscal, procurement, and budgetary operations from the Department of Administrative Services (DAS) and the Office of Budget and Management (OBM), as well as federal regulations when applicable. Monitors performance metrics and compliance with fiscal policies and procedures and plans appropriate interventions as needed; Performs analysis & writes reports to aid policy decisions made by agency leadership (e.g., fiscal progress on maintenance and improvement projects, IT projects, and DC-wide initiatives; analysis on DC per diems). Represents Office of Budget Services in meetings where changes in business practices require input from and/or have an impact on the budget area and/or related policies & procedures. Researches and responds to general inquiries, audits, and public records requests; solves problems as they arise; completes special assignments, projects, & reports as directed & other duties as assigned.

**This position is telework eligible under the agency's current telework agreement.**
