SPECIFIC JOB DESCRIPTION:

This position supports the Department of Defense (DoD) in the National Capital Region. Successful candidates will be an organized self-starter capable of performing tasks without the need for constant oversight and experience successfully working in a team environment. Assist government personnel by providing consistent, responsive, and high-quality technical support with detailed analyses and strategic recommendations. Key duties will include:

Provide technical analyses, assessments and recommendations for command and control systems as assigned in support of portfolio management and acquisition decisions (e.g., to support Integrated Acquisition Portfolio Reviews (IAPRs) or Competitive Advantage Pathfinders) related to user segments (e.g., radios and terminals) mission management, and ground infrastructure

Assess the cost, schedule, performance and supportability for such systems and portfolios and report the status of each

Provide expert technical advice and assistance on joint service, allied, and coalition command and control portfolios and architectures

Support data discovery, technical exchanges and information sharing to improve the acquisition, technical and portfolio management oversight of networks and communication systems

Support all elements of the Defense Acquisition System (DAS), Joint Requirements Oversight Council including Joint Capability Integration Development System, Planning, Programming, Budgeting, and Execution (PPBE) process for network and communications capabilities to include strategic planning guidance formulation, policy development and implementation, budget development, portfolio monitoring and advocacy, as well as budget execution documentation

Research existing DoD policies, instructions, directives, charters, and other DoD issuances related to acquisition and other enterprise management functions of DoD command and control capabilities

Facilitate and support all working groups and governance bodies internal and external

Counsel, participate, and support special access program (SAP) activities as tasked, to include portfolio management

Manage competing resources and priorities

Monitor deliverables and ensure timely completion of projects

Communicate clearly and succinctly in the preparation of background papers, research and engineering assessments, and policy issues

EDUCATION:

Master’s degree in related field and 10 years of related, relevant experience

SKILLS AND EXPERIENCE:

Top Secret/SCI clearance required at date of hire

Experience writing and presenting technical analyses and assessments supporting portfolio management of communications and network systems (10 years required)

Demonstrated ability to produce written deliverables of quality sufficient to support senior decision making and in a timely manner

Demonstrated expertise in joint service, allied, and coalition communications and network programs and architectures

Experience with Defense Acquisition System supporting documents including plans and guidance, policy development and implementation (e.g., Adaptive Acquisition Framework), portfolio monitoring and advocacy

Demonstrated expertise in acquisition and/ or development of C2 capabilities

Demonstrated expertise in integration of C2 capabilities into weapon systems

Demonstrated expertise in operational employment of C2 capabilities

Working knowledge of the Joint C2 portfolio of programs and initiatives in the areas of technical, requirements, policy and governance

Demonstrated expertise with DoD PPBE System (2+ years required)

Experience working with/on OSD, Joint Staff, or Service level staff

Ability to work in a collaborative environment

Excellent interpersonal and communication skills

Strong understanding of various technologies

Excellent documentation skills

Fundamental analytical and conceptual thinking skills

Experience creating detailed reports and giving presentations

Competency in Microsoft applications including Word, Excel, Visio, and Outlook

Excellent planning, organizational, and time management skills

A history of supporting successful projects
