POSITION SUMMARY - This position is based in Fiji (preferably) or Samoa

The Pacific Monitoring, Evaluation and Learning Manager provides broad input into CI’s work to monitor conservation results and evaluate the effectiveness of strategy and implementation. This position provides support in developing metrics and indicators and establishing goals and tracking progress towards these goals for programming in the Pacific Islands region. They will be responsible for monitoring indicators in the Pacific Ocean and Islands Program, including tracking Gender, Equity, and Social Inclusion (GESI) metrics as outlined in the project safeguards plans and strategies. Duties include implementation of M&E activities and tasks, coordination of team members and others involved in the M&E, ensuring the quality of work and products, wise use of any additional resources (such as for meetings, consultants, etc.), identifying and meeting any training needs, results, analysis, and sharing M&E results. Additional responsibilities will include tracking and monitoring of GESI indicators, and working closely with Pacific Project Managers to identify capacity building, training, and additional investment needs to ensure strong safeguards delivery.

The Manager will also be responsible for leading and supporting the design of frameworks, tools, and standards for monitoring and reporting CI’s conservation achievements, developing theories of change, and supporting the implementation of these processes via CI field programs and other divisions. The Manager also leads the analyses of monitoring and effectiveness data, using analytical results to provide feedback to field programs and other divisions. The position will be a blended role with an extended focus on safeguards and gender as well as additional monitoring and evaluation of these indicators.

This position works closely with internal stakeholders working on priority setting, metrics, field implementation, and related tasks. They will also represent CI in external partnerships on monitoring and evaluation activities.

This position does not directly supervise staff but may assist less-experienced peers and lead small ad-hoc teams or projects. Duties are performed under general direction.

RESPONSIBILITIES

Support implementation of at least three regional Project MEL Plans (funded by the New Zealand Government Manaaki Fund, GEF Inclusive Conservation Initiative, and the Kiwa Initiative) and supporting systems, ensuring alignment with relevant donor standards

Track and analyze metrics/indicators to assess progress toward project objectives and institutional goals, employing advanced data visualization techniques for effective communication.

Lead the integration of environment and social safeguard elements into the project, including procedures, guidance, and tools for delivery.

Support the preparation and timely submission of annual project work plans, quarterly reports, annual reports, and project documents to address social and social risks during project development and implementation.

Oversee the collection, analysis, and interpretation of project data, ensuring data quality and generating actionable insights for adaptative management.

Support the development and implementation of evaluations of key project strategies and interventions to facilitate organizational learning and improve program effectiveness.

Build and maintain external collaborations and partnerships on monitoring and evaluation through forums, conferences, and other venues.

Undertake reviews of progress/monitoring reports on the environment and social safeguards for ongoing project

Perform related duties as assigned.

QUALIFICATIONS

Required

Bachelor’s degree in conservation biology, international development, or related field.

4 to 6 years of related work experience (or a combination of education and experience).

Demonstrated experience in designing, applying, and monitoring environment and social safeguards, including stakeholder engagement and gender mainstreaming.

Experience working with biodiversity, ecosystem service, and other data associated with conservation monitoring.

Knowledge and experience in designing, applying, and monitoring environment and social safeguards (stakeholder engagement, gender mainstreaming, grievance mechanism)

Strong understanding of the social and risks and impacts, particularly the inclusion of vulnerable and marginalized peoples, gender equality, indigenous peoples, benefit-sharing, conflict, and grievance redress).

Relevant experience with gender-responsive programming, including the design and implementation of gender action plans.

Solid command of project design, management, and evaluation frameworks and tools, preferably in a conservation context.

Outstanding interpersonal skills and ability to communicate effectively with diverse populations and units.

Strong interpersonal skills and capacity to work in team environments, including building productive partnerships across a diversity of stakeholders.

Attention to detail and discretion in the discussion of sensitive risk-related issues

Preferred

Graduate-level study or master’s degree.

Experience in Activity Info, Power BI, GIS, and additional monitoring and evaluation software/tools is an asset.

Demonstrated ability to compile and analyze data is valued.
