The Office of Program Compliance is responsible for monitoring more than 1,600 rental properties throughout Ohio, ensuring properties are being maintained in satisfactory or above manner & are in compliance with the Internal Revenue Service, HUD, USDA Rural Housing, federal HOME Partnership funds, Ohio Housing Trust Funds, ARRA, TCE & state regulations policies. The Office conducts training for owners & managers of rental projects regarding both basic & advanced issues they face.

What You'll Do:

The Housing Examiner Trainee plays a very important role. The Office of Program Compliance is seeking to fill two Housing Examiner Trainees positions.

In the first position, you may be part of the team traveling throughout Ohio 75% of the time to conduct compliance inspections & audits. These compliance checks work to ensure residents have a safe & affordable place to call home. The position in the field will audit the properties mainly around Central Ohio but may be asked to travel to other parts of the state.

There is also the possibility of a hybrid position working partly in the office & partly in the field; travel for these positions will be less than 75% of the time. Staff in the hybrid position are eligible to participate in OHFA's teleworking policy. They must report to the office two (2) days a week & may work from an alternative work location three (3) days per week.

OHFA's offices are located at 2600 Corporate Exchange Drive, Columbus, OH 43231. Determination of the team with whom you will work will be based on operational needs of the department as determined by management & could change throughout the year.

Employees in these positions are provided a state vehicle for work related transportation. During the first year, Housing Examiner Trainees will train with more experienced staff. In addition, all staff are required to attend training in Columbus once or twice a month or as operational needs arise.

This is a physically demanding job requiring staff to conduct inspections of interiors & exteriors of buildings. Housing Examiner Trainees may need to climb flights of stairs, open & shut windows, stoop to see inside ovens & walk around exteriors of buildings. These tasks take place regardless of the season & may occur in snow, rain, cold, heat & humidity. In addition to physical inspections, Examiners complete file inspections reviewing tenant files for income & household composition requirements designated under multiple affordable housing funding guidelines. Step 1 rate of pay for Housing Examiner Trainees is $20.92 per hour.

Part of the required training for this position includes attending agency paid training to obtain either the Specialist in Housing Credit Management (SHCM) credential or the Housing Credit Certified Professional (HCCP) credential. Upon successfully obtaining one of these credentials & completing all other requirements as fully described in the position description (link below), Housing Examiner Trainees are reassigned to Housing Examiners. Step 1 rate of pay for Housing Examiners is $25.45 per hour.

Completion of undergraduate core program in accounting; AND must be able to provide own transportation.

OR 24 months experience in low-income housing tax credit industry or maintenance/monitoring of subsidized housing projects & regulations or residential property management; AND must be able to provide own transportation.

OR equivalent of Minimum Class Qualifications For Employment noted above.

Please note, the equivalent of and undergraduate core program in accounting is two years of accounting experience.
