Strategic Human Capital Consultant

Key Role:

Design, implement, and evaluate human capital programs, processes, and strategies as a consultant to federal government clients. Apply human capital expertise in areas including workforce planning and capabilities, human resources data and analytics, organizational assessment and design, business process optimization, program evaluation, learning and development, leadership development, change management, employee communications, succession management, career development, survey design and analysis, and strategic planning. Apply strong consultative skills, including the ability to design and execute data collection methodologies, perform quantitative and qualitative data analyses, compose well-written and data-driven reports, and prepare and deliver briefings for senior-level audiences. Apply knowledge of federal human capital trends and issues. Contribute to a variety of human capital projects including business development initiatives.

Basic Qualifications:

3+ years of experience with designing, implementing, and evaluating human capital and organizational programs, processes, and strategies

Experience in human capital functional areas, including workforce planning and capabilities, human resources data and analytics, organizational assessment and design, business process optimization, program evaluation, learning and development, leadership development, change management, employee communications, succession management, career development, survey design and analysis, and the human capital talent life cycle

Experience with contributing to projects in a fast-paced, high-intensity, and team-oriented environment

Ability to obtain a security clearance

Bachelor's degree in Industrial-Organizational Psychology, Organizational Behavior, Human Capital Management, Human Resources, or Organizational Development

Additional Qualifications:

Experience supporting clients or customers by creating client deliverables beyond academic requirements

Experience supporting clients within Health, Financial, or Cyber markets

Knowledge of cyber, re-skilling, data science and analytical tools, such as Python, R, Tableau, Power Bi, or SPSS, HRIS applications, design thinking, and aptitude testing or assessments

Possession of strong consulting skills to analyze client issues, determine data collection and data analysis methodologies, strategize potential solutions, and prepare client ready reports

Master's degree in Industrial-Organizational Psychology, Organizational Behavior, Human Capital Management, Human Resources, or Organizational Development preferred; Doctorate degree in Industrial-Organizational Psychology, Organizational Behavior, Human Capital Management, Human Resources, or Organizational Development a plus

Human Capital Management or Human Resources Certification

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $54,000.00 to $123,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen’s total compensation package for employees. This posting will close within 90 days from the Posting Date.
