DESCRIPTION OF THE SERVICES TO BE PROVIDED

Methodology Development

The consultant will propose the methodology he intends to use to achieve the objectives assigned to his mission. This methodology will include the following points:

- Understanding its mission and role;

- The structural organisation to be set up;

- The document review;

- The drafting plan of the document with the different themes to be addressed

- Preparation and presentation of the first draft of the national strategy for scaling up ICH and AMS activities and finalization of the document.

The consultant will propose a detailed timeline clearly indicating the different stages of the process and the dates for submission of deliverables.

The consultant’s methodology will be validated by national level experts during a scoping meeting.

Literature search

The consultant will review existing documentation in the health sectors both nationally and internationally including: (i) the PCI 2023-2027 National Strategic Plan, (ii) the PCI and AMS Evaluation and Oversight Reports, (iii) the documents of the National Pharmaceutical Policy (NPP) and its Master Plan (iv) the National Action Plan to fight against AMR 2023-2027, (v) the results of the joint external evaluation of the IHR, (vi) the benchmark of the IHR version 3, (vii) the document of the PCI program.

Preparation and facilitation of workshops

As part of the preparation of the validation workshop of the national strategy for scaling up PCI and AMS activities, the consultant will develop and propose to the technical monitoring team, TDRs, agenda, indicative list of participants and presentations that will be validated by the Technical Group. Similarly, the various workshop facilitation tools will be validated before the workshop. It should be noted that the consultant will facilitate the workshop.

Development of documents and mission report

Upon completion of the engagement, the consultant will draft and submit to the NFAG the following documents:

• the report of the workshop to validate the document of the national strategy for scaling up the PCI and AMS activities;

• the national strategy for scaling up ICH and AMS activities in Mali with its operational plan;

• the end of mission report. It will summarize the progress of the mission, the main themes addressed, the challenges and recommendations for the next steps.

QUALIFICATIONS

Consultant qualifications required:

Male or Female

Preferably hold a Doctor of Medicine or Pharmacy, or Medical Assistant, or equivalent degree;

Good knowledge of infection prevention and control and sound antimicrobial management;

Have at least 10 years of professional experience in the field of human health;

Good knowledge of animal health would be an asset;

Have developed or participated in the development of at least one national plan or strategy to extend or scale up activities at the national level in the field of human health with recognized structures in Mali;

Demonstrate a good knowledge of the One Health approach;

Good knowledge of the pharmaceutical system in Mali;

Good knowledge of Mali’s health system;

A Master’s degree in Public Health would be an asset;

Good knowledge of animal health would be an asset;

Experience in developing a multi-sectoral integrated public health and environmental health plan would be an asset.

Note that the consultant will also need to have the following general capabilities:

If possible, provide references for consultancy;

Have the ability to work under pressure, as a team and produce quality results within the prescribed deadlines;

Be available for the work to be done;

Have a sense of contact and interpersonal communication;

Ability to facilitate workshops;

Ability to write quality reports;

Have a good command of the French language;

Have a perfect mastery of the computer tool, including Windows or MS-Office environments.
