Resident Engineer/Resident Project Representative

Hazen and Sawyer is seeking a qualified and experienced Resident Engineer/Resident Project Representative to join our team on a full-time basis to support the construction and rehabilitation/expansion of water and wastewater facilities and infrastructure in the northern Virigina/D.C. Metro area. We work on a diverse range of projects for municipal, industrial, private, and federal clients in the water and wastewater industries, and our clients can expect the highest level of service and expertise from us. As a Resident Engineer/Resident Project Representative, you will serve as the Owner’s Agent and be responsible for overseeing construction projects and ensuring that they are completed in accordance with design plans, specifications, standards, codes, and permits. You will observe construction, and perform coordination, documentation, and inspection activities for various water, wastewater, and reclaimed water facilities and pipeline projects. This position reports to our Fairfax, VA office and travel within the area is required.

Key responsibilities include:

Act as Hazen’s Resident Project Representative and conduct on-site observations during construction of water/wastewater facility and pipeline projects.

Lead construction project meetings, such as preconstruction conferences, progress meetings, and other project-related meetings, and prepare and circulate copies of minutes, thereof.

Coordinate and communicate with multi-discipline Hazen design teams, owner, contractor, and third-party inspection/testing firms.

Research and provide solutions to engineering and construction issues in a timely manner.

Participate in all aspects of change management including review and analysis of claims, negotiation of potential change orders, performing independent cost estimates, maintaining change management logs, and prepare change order documentation and exhibits.

Review and interpret project specifications and drawings.

Perform constructability reviews of design documents.

Manage and prepare daily reports, verify material quantities, review payment applications, and prepare project correspondence/reports.

Analyze contractor’s Critical Path Method (CPM) monthly progress schedule updates.

Lead and support a team of inspectors.

Maintain red-line drawings and finalize project as-builts as part of project close-out.

Provide guidance and support for commissioning, testing, and initial operation of equipment and process systems.

Qualifications:

B.S. or Associate degree in a Civil Engineering, Engineering Technology, and/or Construction Management preferred.

Professional engineering license (PE).

Certified Construction Manager (CCM) certification is preferred but not required.

10+ years of experience in construction management or engineering, with experience in the water and wastewater industries preferred.

Familiarity with construction methods typical of civil, structural, and mechanical engineering, and construction materials testing.

Able to easily move around active construction site safely and effectively.

Strong project management skills and attention to detail.

Excellent verbal, written, and interpersonal skills.

Strong organizational and problem-solving skills.

Proficiency in Microsoft Office and project management software.

Familiarity with Primavera P6 and/or MS Project is preferred.

Ability to work independently and in a team environment.

Willing to travel and stay local to projects as needed.

Valid driver's license and the ability to travel as required.
