The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. HJF is seeking a Program Manager II to oversee a collection of related/integrated projects that together support a long-term research initiative. This position strategically guides one or more project coordinators and related cross functional technical staff as well as other key functional areas to ensure they are all working effectively toward the program’s stated objectives. Typically oversees moderately complex scope of work.

This position will be in support of Global Infectious Diseases for the Emerging Infectious Diseases Branch.

Responsibilities:

Serve as main point of contact and liaison between internal and external stakeholders (i.e. Principal Investigators, Program Sponsors, organizational leadership and project management teams).

Establish and maintain effective working relationships on matters of mutual interest.

Track and report on progress and outcomes.

Manage key program elements, including but not limited to goals and milestones, risks, available resources, budgets, standard operating procedures, quality control, and results. Identify project interdependencies, aligning resources and efforts where appropriate.

Indirectly supervise, advise and guide Project Coordinator(s) and technical staff throughout the program lifecycle, focusing on the strategic direction of the projects. Take corrective action as needed.

Support and participate in planning, creation and submission of proposals and agreements as requested.

Manage Principal Investigator portfolio

Develop and manage proposals to submission

Develop and manage complex budgets

Required Knowledge, Skills and Abilities:

Familiarity with knowledge of federal budget processes and fundamental principles of project management.

Exceptional Interpersonal skills, including the ability to clearly communicate verbally and in writing, build and maintain teams, and identify and resolve problems.

Demonstrated ability to plan, schedule, and coordinate activities to meet tight deadlines for multiple projects

Experience engaging and managing studies having multple collaborators and partners

Knowledge of government, preferably DoD proposal development

Working knowledge of a variety of software including but not limited to Microsoft Office, Smarthseet, proposal/project tracking, and data analysis software.

Prior experiences in the life sciences and knowledge or direct experience of lab and clinical activiities internationally is strongly preferred.

Supervisory Responsibilities:

Direct Supervisor: Position may have direct authority to make decisions on the following: employee hiring, disciplinary action, starting salaries and merit increases; conduct employee performance evaluations and directs work activities.

Qualifications:

Work Environment

This position will take place primarily in a office setting.

Education and Experience

Bachelor's degree required; Master’s degree preferred.

Business Administration or Life Sciences field of study preferred.

Minimum of 6-8 years experience required.

Licenses and Certifications

Project Management Professional (PMP) preferred.

Some positions or sites may require that the incumbent be fully vaccinated against COVID-19. Proof of vaccination may be required.
