Inspector Assignments will be located in the VDOT Salem District which includes the following Counties and Cities: Alleghany, Bath, Rockbridge, Augusta, Highland, Rockingham, Shenandoah, Frederick, Page, Warren and Clarke.

Description

Transportation Construction Inspectors work on heavy highway, road and bridge construction and maintenance projects, monitoring contractors, ensuring quality control and contract compliance. Construction Inspector will be working under the direction of a Senior Construction Inspector, Construction Manager or another designee.

Requirements

Essential Functions

Performance of Material Testing and Inspections or overseeing the material testing of third parties

Taking field measurements

Read and Interpret Plans and Contract documents for structures, bridges, roadways, etc..

Inspection of various aspects of work and project installation to ensure proper construction. May include inspection of excavations, drainage facilities, soil and aggregate placement, concrete placement, structure installations, paving operations, etc.

Document pay quantities for current and final estimates.

Complete Daily Summary of Construction Activities and work performed.

Daily interaction with a contractor and ability to work with contractor's superintendent and foreman.

Ability to advise contractors of violations. Ability to make recommendations of adjustments required. Ability to report to Senior Inspector, Construction Manager or Designee status of construction operations.

Reviews lines, grades, dimensions, and elevations using standard survey and field engineering equipment.

Inspection of Erosion and Sediment Control Installations for environmental compliance.

Inspection of BMP installations

Inspection of Roadway Traffic Control and work zone safety.

Maintains project records; including daily diaries, materials notebooks, as-built plans, pay quantity records, and monthly estimates

Reviews and monitors Equal Employment Opportunity/Disadvantaged Business Enterprise (DBE) documentation and compliance with Federal labor requirements/regulations for Federal-aid construction projects, ensuring contractor compliance with program requirements

Work Environment

This job is performed in a professional office environment and or transportation construction job sites. This role routinely uses field and standard office equipment such as computers, phones, photocopiers, filing cabinets, tablets, digital cameras, nuclear gauges, surveying tools and other field-testing equipment materials.

Physical Demands

Frequently stands; walks; uses hands to finger, handle or feel; reaches with hands and arms; stoops; kneels; crouches or crawls; talks and hears. Regularly climbs or balances. Occasionally sits.

Hearing requirements: Must be able to hear alarms and have the ability to audibly identify the presence

of a danger or hazard.

Specific vision abilities required for this job include: close vision (clear vision at 20 inches or less); distance vision (clear vision at 20 feet or more); color vision (ability to identify and distinguish colors); peripheral vision (ability to observe an area that can be seen up and down or to the left and right while eyes are fixed at a given point); depth perception (three-dimensional vision, ability to judge distances and spatial relationships); and ability to adjust focus (ability to adjust the eye to bring an object into sharp focus).

Ability to frequently work outdoors and occasionally near moving mechanical parts and working in

extreme heat and cold.

Position Type/Expected Hours of Work

This is a full-time position requiring 40 or more hours per week. Most assignments have work shifts that begin between 6 AM - 9 AM; however, project assignments may require night or weekend work. Flexibility to meet client or contractor schedule is important.

Travel

Rich Engineering attempts to assign employees to a project location as close to their residence as possible. Assignments within a 1 hour drive are common. Some assignments may require extensive regional travel each day and others could require staying out of town overnight. These assignments will be discussed and agreed upon with employee.

Required Education and Experience

Expected to have three (3) years of highway construction inspection experience. Additional the Construction Inspector shall have a working knowledge of:

Roadway, structure and bridge construction/maintenance/repair/rehabilitation methods, materials, standards and specifications

VDOT Road and Bridge Specifications, Road and Bridge Standards, Construction Manual, and Inspector Manual

VA Manual on Uniform Traffic Control Devices (MUTCD)

State and federal environmental, safety, and Equal Employment Opportunity guidelines and regulations

Use of contract management software including Site Manager, PlanGrid and/or AWP

Mathematics including algebra, geometry, and trigonometry

Preferred Education and Experience Required to have and maintain the following certifications:

Soil and Aggregate Compaction VDOT or NICET LEVEL II*

Asphalt Field Level I & II VDOT

American Concrete Institute ACI

Pavement Marking VDOT

Slurry Surfacing VDOT

Surface Treatment VDOT

Flagger Certification VDOT

Certification for Erosion and Sediment Control Inspection Virginia DEQ

Nuclear Gauge Safety Training NRC**Recognized Provider

Stormwater Management (Inspector) Certification*** Virginia DEQ

Intermediate Work Zone Traffic Control VDOT Approved Provider

10 Hour OSHA Safety Training OSHA

GRIT (Guardrail Certification) VDOT

Additional Eligibility Qualifications

The Construction Inspector is expected to be proficient with the following skills:

Operating computer equipment, software programs and field inspection equipment including Site Manager, PlanGrid and/or AWP

Functional computer usage including familiarity with Microsoft Office Suite software

Read and interpret roadway, structure and bridge plans and specification

Apply mathematical formulas and engineering principles to determine minor field adjustments

Maintain detailed records

Perform and document required materials testing

Communicate with the client and contractor personnel and the general public
