Job Description

As the Program Manager (Shared) (NCR), you will act as a model of customer service excellence to all organizational staff members. You will lead a team of up to 30 highly qualified IT professionals and interact daily with the customer to ensure productivity and resolve IT issues that the end-users may have with existing desktops, laptops, software installation, and other critical needs. Further, you will lead the program-level planning and implementing of all IT initiatives anticipated during this effort. Although this position resides at the National Capital NCR, there may be a requirement to travel to Naval Station Guantanamo Bay (NSGB) occasionally.

Job Duties:

The Contract Program Manager shall be the primary liaison to the Government for all areas associated with this contract as well as manage the work schedules and activities performed by the contract employees. The contractor shall:

Provide contract Draft and Final Transition Plans.

Provide Staffing Management Plan of all assigned contractor staff.

Provide Monthly Status Report that captures or summarizes completed tasks, staffing status, financials (to include labor, travel and equipment ODC funds), and any issues/challenges encountered.

Provide Project planning and facilitate implementation of government-approved projects.

Participate in authorized on-site meetings; prepare and present briefings on progress of work, prepare white papers and draft responses to IT-related data calls, as requested by the Government Task Monitors.

Develop and maintain Standard Operating Procedures (SOPs) to identify collaborative responsibilities and support process interaction with other Government and contractor IT groups. Present SOPs to the Government Task Monitors for review and approval prior to implementation.

Facilitate integration with established JSP processes and procedures.

Provide O&M support efforts of all OMC NIPRNET, SIPRNET, and JWICS Network Infrastructure in NSGB and Special Access System Network Infrastructure in the NCR and NSGB.

Maintains a broad understanding and deep knowledge across all applicable network technologies and advises the Information Technology Division in utilizing and integrating innovative technologies in support of network requirements.

Supports engineering and installation (E&I) support for inside/outside plant LAN wiring and coordinates with internal and external entities to resolve complex networking issues.

Provide operational and maintenance (O&M) support for NIPRNET, SIPRNET, and JWICS system infrastructure for approximately 400 users.

Provide O&M support for Special Access System infrastructure for approximately 150 users.

Utilize ITIL best practices to enhance and optimize the services provided to end users

Coordinate with teams to resolve customer incidents/problems, fulfill service requests, and institute continuous improvement initiatives and methods.

Resolve customer issues effectively or escalate them to appropriate support tiers.

Will utilize Government approved tools to accurately report, document, administer, and resolve customer issues.

Government-provided tools include, but are not limited to, the following:(1) BMC Remedy and Service Now (SNOW) for ticket submission, tracking, and routing; and

(2) Microsoft SharePoint as a knowledge management repository for SOP’s

Work with management in assessing staff performance/reviews/changes.

Assist in the professional and technical development of the teamRequirements:

Shall possess a TOP SECRET w/ SCI Eligible security clearance

Strong customer service orientation.

Proven analytical and problem-solving abilities.

Ability to lead a team of 30+ IT professionals.

Ability to effectively prioritize and execute tasks in a high-pressure environment.

Good written, oral, and interpersonal communication skills.

Ability to conduct research into PC and software issues and products as required.

Ability to present ideas in business-friendly and user-friendly language.

Highly self-motivated and directed.

Keen attention to detail.

Team-oriented and skilled in working within a collaborative environment.

Education and Experience:

Bachelor’s degree in computer science or an IT Related Field, or 10 years of related field experience.

10+ years of DoD IT Program Management Experience

7+ years of experience leading tasks of similar size and scope

Required Certifications:

Program Management Professional (PMP)

Security+ or higher certification
