What You’ll Do:

Ohio Department of Public Safety – Ohio Homeland Security

Report In Location: 2855 W. Dublin-Granville Road, Columbus, Ohio 43235

Work Hours: 8:00AM to 5:00PM

(CURRENTLY HYBRID ELIGIBLE): Hybrid schedule will be determined on a week-by-week basis, contingent on operational needs.

At the direction of the Ohio Homeland Security Executive Director, administer & direct all activities of the Statewide Terrorism Analysis & Crime Center (STACC) intelligence unit related to public safety intelligence gathering, analysis & sharing, public safety intelligence product review, policy analysis, review & implementation &/or program evaluation, & ensure compliance with agency &/or division requirements for data collection, analysis & reporting; Facilitate the development of intelligence gathering & information sharing capabilities & strategies within the STACC & with Ohio's fusion center public & private partners at the local, state & federal level; Serve as the OHS fusion center point of contact for all agencies requesting assistance, developing & conducting capabilities presentations, & act as the OHS fusion center representative in all forums; Direct &/or implement analytical assignments, research projects, & functional support (e.g., create & monitor work product flow, track assignments, act as a point of intake for sensitive requests or from state dignitaries); Manage &/or direct the development & implementation of technical &/or special projects through collaboration with others, such as DPS IT, private vendors, & other state entities; Monitor product development for quality assurance; Understand &, interpret & ensure compliance with federal & state laws & regulations (i.e., 28 Code of Federal Regulations, such as 28 CFR Part 23 & all other applicable laws & regulations); Supervise, monitor & approve PSIM database entries for content, validity & accuracy; Administer, direct & coordinate all activities within the OHS Terrorism Analysis Unit (TAU), & OHS Cyber Unit; Oversee budget planning, purchases, & contracts; Manage & approve invoices for purchased databases & software; Work with Fiscal Services to ensure timely payment; Collaborate with DPS IT to ensure technological security of resources; Analyze & develop public safety intelligence policies & procedures; Provide policy guidance & strategic planning support to agency director & division director; Establish priorities & supervise subordinate supervisory personnel (e.g. provide developmental opportunities & work direction, coach staff to foster development, monitor staff activities to ensure quality customer service & information technology security, evaluate performance, approve section staffing levels, recommend discipline, pre-screen applications & participate in interviews.

Collaborate with other DPS intelligence units (i.e. ONIC, OSP CCU, CGIC) as well as with other state & federal agencies with roles in intelligence gathering & information sharing (i.e. ODRC, ONG, SOS, OAG, Cyber Ohio, FBI, DHS) to share resources, improve communication, cross train personnel, etc.; Work with the fusion center Privacy/Civil Rights & Civil Liberties attorney & all other fusion center partners & stakeholders (i.e. CPD Counter Terrorism Unit, OSP Intel, & US Department of Homeland Security Intelligence Officer) to determine best practices, develop & or amend standard operation procedures, policies & procedures specific to OHS operations; Collaborate with internal & external subject matter experts, intelligence partners, the National Fusion Center Association counterparts & law enforcement partners to develop & understand & new intelligence strategies, crime trends, & cutting-edge practices & techniques in order to continually achieve the mission, goals & objectives of the fusion center.

Maintain proficiency in analytical research & develop/maintain intimate knowledge of databases & software utilized, IT capabilities & all technological resources utilized by OHS; Participate in strategic planning for fusion center & homeland & security projects; Create reports & provide briefings to government officials, OHS executive staff, the Director's Office, OSHP senior staff, the Ohio National Guard, the Secretary of State's office, & other partners & stakeholders for event planning & situational awareness; Perform other related duties as assigned.

-or 12 mos. exp. as Public Safety Intelligence Manager, 64935.

-Or equivalent of Minimum Class Qualifications For Employment noted above.
