Dexis is seeking a Deputy Chief of Party – Operations (DCOP-Ops) candidates to support anticipated programs to be awarded under the USAID Office of Transition Initiatives (OTI) SWIFT 5 IDIQ and other expected stabilization sector opportunities currently under development. Successful candidates will be placed on a roster so they can be rapidly engaged and/or placed as opportunities arise worldwide.

The DCOP- Ops plays a key role in supporting the Chief of Party to effectively manage and implement the Task Order. The DCOP- Ops' responsibilities may include oversight of financial, procurement, and budgeting management; human resources, personnel recruitment, and management; subcontractor management; security of the team and project property; and Task Order start-up and close-out. The DCOP- Ops is responsible for ensuring compliance with USAID rules and regulations and coordinating with the Dexis Home Office on all compliance issues, seeking legal and policy guidance, as required. The DCOP- Ops will be expected to have a good grasp of the programmatic aspects of the program and be prepared to step in as needed to support the COP and other program staff in activity development, while staying apprised of developments in the local political, security, legal, and economic aspects of the local context.Responsibilities

Responsible for all program operations, including but not limited to office administration, logistics, procurement, human resources, budgeting, financial, and property.

Implement grants, financial, and procurement management systems in accordance with Dexis policy, USAID rules and regulations, and the specifications outlined in the Task Order SOW.

Train operations staff, as required, to ensure they perform their work compliance with established systems and guidelines.

Supervise the day-to-day implementation of activities and investigate and identify new ways of achieving program efficiencies.

Ensure that the most reasonable, fair, expeditious, and appropriate procurement choices were made pursuant to the Dexis Procurement Guide.

Supervise field presence in the areas of operations; ensure that project offices are fully functional and equipped, project property is accounted for, tracked, and maintained (e.g., vehicles and equipment), and project staff have the operational support and equipment required to succeed in their roles.

Supervise the financial operations of the program, which includes cash flow management, financial accounting, reporting to USAID/OTI on the financial aspects of the project, and daily monitoring of obligations, budgets, and expenditures.

Coordinate with the Contractor Home Office on all compliance issues, seeking legal and policy guidance, as required.

Act as the Chief of Party when the COP is absent from the program.

Undertaking other duties as assigned by the COP.Qualifications

Minimum of six (6) years of relevant work experience and a Master's degree or eight (8) years of relevant work experience and a Bachelor's degree.

Minimum of three (3) years of relevant supervisory experience.

Experience working in developing countries.

Fluent in USAID and implementing partner policies and procedures related to human resources, financial management, financial reporting, procurement, and grants management.

Financial management experience, including budgeting, financial tracking, reporting, and accounting.

Procurement experience, preferably in a rapid response program.

Experience with grants or small grants under contract programs.

Experience with a donor, Contractor, or international NGO managing an office or program.

Proficiency in written and oral English.Preferred Qualifications

Experience working in a complex, high-speed and challenging field operations environment.

Experience establishing systems and overseeing program start-up under limited time constraints.

Experience overseeing program close-out.

Experience working in countries undergoing transition.

Experience with cash grants to local organizations.

Supervisory experience working with culturally and geographically diverse staff.

Experience with remote management in transition or insecure environments.

Experience with political transition, peace-building or post-conflict programs.
