Lead Engineer- Planned Maintenance System

Responsibilities:

This position requires the candidate to serve as the Lead Engineer for the Planned Maintenance System (PMS), applying expert knowledge of PMS to support program development, project execution, business and technical operations, strategic initiatives, workforce development and support for technical and organizational tasks. The candidate should be able to provide recommendations on PMS modernization efforts using experience in Navy PMS identification, publishing, distribution, scheduling, and execution.

The candidate should be familiar with:

Conducting Business Process Reengineering, Business Case Analysis, or similar analyses to support improvement of Navy maintenance processes, organizations planning tools, and information systems.

Evaluation and implementation of improved PMS, MDS, and 3M processes, procedures, organizations, and support tools related to reduction of Total Ownership Cost.

Utilize the Planned Maintenance System Management Information System (PMSMIS) feedback system to support RCM and conduct engineering analysis of feedback data. Assist in development of quarterly PMS feedback analysis report.

Conducting MERs of ship systems, assessment procedures, and parameter measurements and approved RCM-based changes to maintenance and calibration requirements for inclusion in the Maintenance and Material Management (3M) System.

Reviewing PMS waiver requests and man-hour increase requests and recommend disposition.

Providing RCM-based development, implementation, and assessment of condition-based ship maintenance programs.

Identifying functional maintenance requirements for, and support development of, Navy enterprise maintenance management information systems.

Providing technical analysis for planned maintenance requirement procedures and documentation to include designs for extensions and improvements on current document management business processes.

Conducting data analysis for 3-M systems including equipment requirements, PMS schedules, feedback reports, configuration change reports, procedural content, parts and material information, and distribution data.

Developing documentation and training materials to support modernized PMS programs to include, but not limited to, user manuals, computer-based training modules, quick reference guides, and other training aids.

Providing on-site ship and shore installation, configuration, training, and troubleshooting support services for the modernized planned maintenance programs.

Revising RCM policy, principles, and methodologies to determine the optimum mix of maintenance requirements for the NAVSEA Class Maintenance Program of any applicable ship class.

Conducting RCM Business Process Reengineering, Business Case Analysis, or other similar analyses to support improvement of Navy maintenance processes, organizations planning tools, and information systems.

Assisting with the evaluation, and implementation of improved RCM processes, procedures, organizations, and support tools related to reduction of Total Ownership Cost.

Utilizing the 3M Maintenance Data System (MDS) to support RCM and conduct engineering analysis of maintenance performance data.

Reviewing 3M maintenance waiver requests and man-hour increase requests and recommend disposition in accordance with 3M Manual.

Reviewing acquisition maintenance requirements and specifications to help ensure RCM is incorporated in the ship design process.

Required Qualifications

Ten (10) years combined experience with the Navy Planned Maintenance System and PMS Development, Distribution, Scheduling, and Execution processes

Bachelor degree (BS/BA) in a field of Science or Engineering.

US Citizen with Secret Security Clearance

Desired Qualifications

Two (2) years managing and supervising Navy shipboard organizational maintenance.

Certified Project Manager Professional (PMP).

Certified Maintenance and Reliability Professional.
