Senior Manager, Government Partnerships (India, Andhra Pradesh)

The Government Partnerships Team is tasked with establishing a diverse and inclusive educational ecosystem by forging and managing partnerships with education ministries, boards, governmental bodies, and international organizations.

The Senior Manager of Government Partnerships will develop and manage the partnership between the Government of Andhra Pradesh (GoAP) and the IB to support the state department of education and assessment boards with integrating IB inspired approaches to education at the System level.

This role involves maintaining strategic relationship with the Government of Andhra Pradesh, planning and delivering consultancy services tailored to educational reform goals. The focus will be to catalyze systemic change, supported by a dedicated in-country team specializing in design and delivery of educational solutions at system level.

Responsibilities

1) Government Partnership Management

Effectively manage and enhance relationships with the government offices, state educational authorities in Andhra Pradesh, and any local and international organizations involved in the design and implementation of specialized educational solutions and services to achieve the goals of the IB-GoAP Partnership.

Proactively monitor, evaluate, and provide comprehensive reports on the progress and impact of interventions at both the school and systemic levels, offering strategic advice for necessary adjustments.

Offer robust support to In-Country Consultants (ICCs), Educational Solutions team, and members of the IB Educators Network (IBEN) involved in the design and delivery of specialized solutions, facilitating effective collaboration and support.

2) Education system level consultancy services

Develop proposals for educational solutions in collaboration with internal and external stakeholders to respond to needs that emerge as the partnership between the IB and the GoAP progresses.

Ensure relevant internal IB departments are actively consulted as and when needed in the design and delivery of educational solutions and consultancy services.

Actively work to enhance stakeholder engagement and support for scaling our services ensuring sustainable and impactful partnerships.

3) Project management and stakeholder engagement

Align project planning and management processes with the strategic goals of partnerships of Andhra Pradesh state educational authorities. Coordinate the preliminary mobilization of projects, managing resources within the defined cost, scope, and timeline, in collaboration with Strategy and Transformation office.

Conduct regular project steering and management group meetings, engaging both internal and external stakeholders for effective coordination and communication.

Address requests from external stakeholders promptly and effectively, fostering increased support and engagement with IB initiatives.

Generate comprehensive evaluation reports at the conclusion of each stage of the project, detailing impact assessment, benefit realization, and key learnings.

Base decisions for new projects on relevant data and insights, ensuring a deep understanding of stakeholder needs for informed project development.

4) Inter-project orchestration

Assume a senior role in overseeing the activities of multiple projects or initiatives within the programme, demonstrating a comprehensive understanding of the broader organizational strategy.

Ensure the seamless integration and alignment of all project components at a senior level, highlighting a commitment to strategic coordination.

Formulate and navigate complex inter-project dependencies at a senior level, showcasing an advanced understanding of strategic inter-project dynamics.

5) Team leadership and management

Build, lead, and mentor a team of direct reports, including project managers.

Foster collaboration, motivation, and a positive team culture.

Requirements

Bachelor's degree with extensive experience in business development within an educational setting, including experience in the development of educational services and projects.

Thorough knowledge of the regional education landscape, and existing relationships with prominent educators and those who advocate for international education.

Professional accreditation or substantial experience in business analysis and/or project management.

Demonstrated experience in leadership, liaison, communication, and negotiation with senior representatives of national governments, international organizations, and foundations.

Demonstrated expertise in managing and fostering relationships with education ministries, boards, governmental bodies, and international organizations.

Strong commercial awareness, coupled with a solid history of effectively engaging with decision-makers and middle managers.

Skilled in creating detailed project plans, encompassing objectives, deliverables, methods, milestones, budgeting, monitoring, evaluation, risk, and scope management.

Proficiency in data-driven decision-making and developing user insights to inform project development and implementation.

Strong communication capabilities, skilled in conducting stakeholder meetings, effective reporting, and promptly addressing stakeholder requests.

Commitment to fostering international-mindedness and extensive experience in working across diverse cultural settings to drive successful outcomes.

Established experience in relationship management with government bodies, aimed at delivering and establishing educational solutions.

Excellent interpersonal, communication, and presentation abilities, essential for successful collaboration with various internal departments and external partners, and for leading innovation and design thinking initiatives.

High proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) for comprehensive project planning, thorough reporting, and effective stakeholder communication.
