Job Summary:

Arch Systems is seeking a dynamic and seasoned Business Development Manager with a proven track record in the Federal civilian sector, particularly with agencies like DHS, HHS, and USDA. The ideal candidate will have extensive experience in Business Partnering Agreements (BPA) and Indefinite Delivery Indefinite Quantity (IDIQ) teaming, in addition to driving business growth and enhancing engagement with Federal civilian agencies. In this role, you will play a crucial role in identifying new business opportunities, nurturing client relationships, and spearheading compelling proposal development.

Key Responsibilities:

Federal Market Insight: Deeply understand the Federal civilian landscape, including DHS, HHS, and USDA. Stay informed about policy shifts, funding allocations, and procurement processes specific to these agencies.

Strategic Development: Craft and implement a business development strategy tailored to the Federal civilian market. Identify growth areas and potential collaborations, focusing on innovative solutions to increase our market presence.

Client Engagement: Build and maintain strong relationships with key figures and stakeholders within agencies like DHS, HHS, and USDA. Work closely with existing clients to comprehend their evolving requirements and provide customized solutions.

Opportunity Exploration: Actively seek out and follow through on new business opportunities in the Federal civilian sphere. This includes networking, participating in industry-specific events, and initiating contacts with potential clients.

Proposal Leadership: Guide the proposal creation process for Federal civilian opportunities, collaborating with various teams to ensure impactful and timely proposals. Align submissions with agency needs while showcasing our strengths.

Competitive Positioning: Conduct analyses to understand our position relative to competitors, focusing on opportunities for differentiation. Leverage these insights to develop strategies to win new business in the Federal civilian domain.

Contract Negotiation and Compliance: Work with legal and management teams to negotiate contracts, ensuring adherence to Federal procurement regulations and standards.

Performance Metrics: Track and report on business development activities within the Federal civilian sector, analyzing outcomes and adapting strategies to meet or exceed targets.

Team Leadership and Collaboration: Promote teamwork across various departments, including sales, marketing, and technical units. Lead and mentor the business development team.

Qualifications and Experience:

Bachelor's degree in Business, Public Administration, or a related field. A Master's degree is preferred.

At least 7 years of experience in business development, with a focus on Federal civilian agencies like DHS, HHS, and USDA.

Extensive experience in Business Partnering Agreements (BPA) and Indefinite Delivery Indefinite Quantity (IDIQ) teaming.

Deep knowledge of Federal civilian policies, regulations, and procurement practices.

Proven success in identifying, pursuing, and securing business in the Federal civilian sector.

Exceptional communication and influencing skills.

Strategic, results-oriented mindset with a commitment to goal achievement.

Experienced in leading proposal development and negotiating complex Federal contracts.

Strong analytical abilities for market trend analysis and opportunity identification.
