Management Analyst

EnProVera is seeking a Management Analyst in Washington, DC at the Washington Navy Yard. This position will work closely with the US Navy Disability Evaluation System (DES) Counsel Program Manager (PM), DES Counsel Program Administrative Officer, attorneys, and program paralegals and will be assigned related duties as required. The Management Analyst must be self-motivated and able to manage multiple tasks, able to work with diverse people, work independently, and carry a heavy workload.

Basic Position Responsibilities:

Performs functions, special projects and management analysis associated with the (civilian) management program for the DESCP organization. This includes implementation of management policies, procedures, and office regulations in the areas of staffing, classification, and administrative support

Provides assistance to supervisors, managers, and the CNO HRO regarding the processing of civilian actions.

Assists Program Manager, Administrative Officer and Supervisors with coordination of submittal of Requests for Funding and Requests for Personnel Action (RPAs).

Assists administrative officer, supervisors, and program manager with manpower studies, organizational charts, position descriptions, hiring panels, hiring packages, and requests for information.

Analyzes organizational structures and work processes for improved operational efficiency and economy for RPAs.

Improves processing times of RPAs through automation and streamlining of procedures, and other matters which may impede accuracy and efficiency of the command’s civilian human resources support programs.

Prepares and submits metrics and statistical reports to the DESCP Management Team as required on all civilian human resources support programs.

Reviews existing laws, regulations, procedures, statistical data, and other guidance that may affect the command workflow processes and provides recommendations to incorporate changes into workflow processes.

Assists Program Manager and Administrative Officer in preparing, maintaining, and tracking all ongoing personnel actions for Program personnel.

Supports Program Manager and Administrative Officer with Civilian Personnel Check-in/Check-out POCs and requirements. Ensures all personnel are properly in and out processed at OJAG/NLSC Headquarters.

Produces and maintains DESCP organization information and events (e.g., rosters, directories, organizational listings, recall rosters, personnel locators, and check-in/check-out) in accordance with established procedures.

Maintains schedules, calendars, or suspense/tickler systems. Following up to assure timely action (e.g., tracking progress of taskers and reports).

Maintains administrative statistics and information (e.g., location of all Civilians by region).

Maintains administrative records and/or files (e.g., official correspondence, standard distribution lists), ensuring appropriate records management.

Supports Program Manager and Administrative Officer with the execution and maintenance of various administrative programs including, but not limited to:

Safety Program (Hazmat and Enterprise Safety Application Management System (ESAMS)

Continuity of Operations and Disaster Preparedness Planning

Coordination of administrative functions for all DON DESCP offices

Coordination with the Judge Advocate General Consolidated Administrative Business (JCAB) Office as necessary regarding any program areas under his/her cognizance

Coordination with the OJAG comptroller’s office (Code 64) for budget and timekeeping matters

Coordination with Performance Management office (Code 66) for employee recognition program and performance management and appraisal program

Coordination with Technology, Operations & Plans (Code 67) for facilities and IT equipment ordering and management

Emergency Management Planning

Health and Wellness Program

Motorcycle Safety

Navy Family Accountability and Assessment System (NFAAS)

Utilizes databases such as DESCP Case Management System, LexisNexis, Westlaw, VTA, and their websites.

Creates and maintains database spreadsheets in a format such as Microsoft Excel and Microsoft Access for internal statistical purposes.

Prepares presentations or reports as directed using tools such as Microsoft Word, PowerPoint, Excel, Access, and SharePoint for use at training conferences and delivers outreach and training briefs to attorneys and non-attorneys at outreach and training events.

Advises DON DESCP management on all ordering and contracting actions.

Conducts market research and drafts statements of work to support contracting needs.

Coordinates with the OJAG JCAB office to perform all pre-award order and contract development and post-award order and contract administration functions.

Assists the DESCP Administrative Officer with Command Property Coordinator functions, with responsibility for tracking and conducting inventory of Accountable General Equipment, Locally Accountable General Equipment, or other designated Personal Property for DON DESCP.

Required Skills and Experience:

Bachelor’s Degree

Ability to work with minimal supervision and maximum accountability

Ability to prioritize and manage multiple tasks

Experience applying law, policies, regulations, principles, standards, and procedures to develop studies, metrics, methods, and recommendations for program compliance or improvement.

Excellent computer skills, particularly with Microsoft Office, including Word, Outlook, Excel, Teams, and SharePoint, as well as Adobe and the internet based file sharing program DOD SAFE.

Demonstrated ability to convey written information in a clear, concise, organized, and convincing manner for the intended audience, using correct English grammar, punctuation, and spelling.

Demonstrated ability to work with clients as well as external stakeholders.

Ability to work as a team member and work effectively with diverse people.

Demonstrated ability to work with a geographically separated team that may include remote members.

Demonstrated awareness of, and value for, cultural competence.

Physical ability to stoop, kneel, bend, use a computer and perform light lifting.

Familiarity with federal hiring processes, policies, and regulations.

Experience retrieving, entering, and interpreting data extracts and reports from automated databases.

Experience implementing management policies, procedures, and office regulations in the areas of staffing and administrative support.

Experience identifying and analyzing problems, weighing relevance and accuracy of information, seeking, generating, and evaluating alternative perspectives/solutions, and making timely and effective recommendations.

Personnel are expected to conduct themselves in a professional and courteous manner at all times. Federal regulations prohibit the use of any controlled substances and alcoholic beverages while Contractor employees are working on Federal property or in Federal installations. Personnel shall be made aware of these requirements prior to placement. Inappropriate conduct and/or substance abuse will not be tolerated. The Contractor will be responsible for removing any individual violating these provisions from the government facility and taking other actions as appropriate. The DES Counsel Program Manager may request removal of a contractor employee for improper conduct. A security violation will require immediate removal.
