Finance Officer

We are currently seeking qualified candidates for the position of Finance Officer for the Millennium Challenge Corporation (MCC) project in Lesotho. The position will be based in Maseru, Lesotho.

Project description:

The Millennium Challenge Corporation (MCC) has entered into a new Compact, Compact II with the Government of Lesotho (GOL). Recognizing that strong human capital is key to driving poverty reduction (Lesotho scores only 0.4 on the Human Capital Index, indicating that a child born today would only be as 40% as productive as if they were to attain good health), $75m of the Compact has been allocated to the Health Systems Strengthening (HSS) Project which will improve outcomes through strengthening Lesotho’s Primary Health Care (PHC) system. The project focuses on sustainably improving clinical service delivery, building the capacity of district health management teams (DHMTs), and the inclusion of gender-based violence clinical treatment and response protocols in line with the requirements of the 2022 Domestic Violence Bill.

Job description:

The Finance Officer coordinates financial management and operations of the MCC/MCA project in Lesotho and the Finance Department, under the oversight of the Finance & Operations Manager. They will ensure compliance of accounting, finance, operations, and grants management with FHI 360 policies and procedures and donor rules and regulations. They will support budget development and forecasting, cash flow analysis, financial reporting, grants management, expenditure tracking, payments processing, maintain financial filing systems and perform month-end activities.

Duties & Responsibilities:

Review supporting documents and ensure that expenditures are in accordance with FHI 360 policies and procedures, donor rules and regulations and relevant procedures.

Perform accurate and timely reconciliations of advances (including travel, workshop advances, other receivables, and prepaid accounts).

Support annual budget preparations, budget monitoring and control and pipeline analysis.

Coordinates with the Finance & Operations Manager for audits and assist in ensuring that the audit recommendations are effectively implemented.

Ensure that all significant financial issues are communicated to the Finance & Operations Manager and that follow-up is performed in a timely manner as requested.

Ensure VAT compliance on tax invoices and oversee the filing of all VAT and withholding taxes to Revenue Services Lesotho

Ensure that petty cash management is in compliant with policies and procedures and perform spot checks.

Ensure effective grants management by conducting pre-award assessments as when applicable, provide capacity strengthening to subawardees and manage different funding mechanisms.

Prepares data for financial management reports as assigned.

Propose procedures to improve internal controls and efficiency.

Perform month-end and year-end closing processes as per schedule.

Support operational day-to-day activities of the project.

Any other duties as assigned.

Qualifications, Competencies and Skills:

Bachelor’s degree in Accounting/Finance or its international equivalent.

At least 5 years of relevant experience in finance, accounting, and operations of a non-governmental organisation (NGO).

Experience working on USG-funded programs e.g., USAID, MCC/MCA, CDC, and or other international donors.

Sound knowledge of Generally Accepted Accounting Standards (GAAP).

Experience of an accounting system such as Serenic Navigator and proficiency in MS Office. Strong project management skills and ability to analyse and interpret financial data.

Fluency in written and spoken English is required.

The position will ideally be based in Maseru, Lesotho and work out of the FHI 360 Office. This is a local position.
