POSITION TITLE: Capture Consultant

LOCATION: Mauritania, Chad, Burkina Faso

GROUP: Agriculture, Resilience, and Water

REPORTS TO: Proposal Lead

LEVEL OF EFFORT: Up to 30 days

POSITION SUMMARY:

Winrock International is currently seeking candidates for an anticipated USAID-funded Resilience Activity in the Sahel Region. The Activity is an anticipated $200M, five-year project(s) that aims to expand resilience in the Sahel, improving the ability of individuals, households, and communities to mitigate, adapt to, and recover from perennial shocks and stresses. The Activity will prioritize improving water access and management; improving climate-smart agriculture; improving availability of nutrient-rich foods for vulnerable groups; livelihood diversification; market systems development; improving access to finance; close collaboration with local government and non-governmental organizations; improving community-based contingency planning; and increasing gender and youth integration.

RESPONSIBILITIES:

The Capture Consultant will lead in-country research efforts in preparation for and during the proposal process. Responsibilities include, but are not limited to, the following:

Provide analysis and insights into the perceived strengths and vulnerabilities of existing WASH, agricultural, and disaster risk management systems and services based on stakeholder interviews, literature research.

Identify key technical areas of the anticipated Activity and develop a list of guiding questions to ask key stakeholders.

Set up and conduct remote and in-person informational meetings/interviews with agreed list of stakeholders.

Identify key areas of interest and priorities for USAID and alignment with respective local Government strategies.

Support the identification of potential candidates for senior roles on the project.

Support and help organize in-country visit(s) of Winrock’s staff, including logistics recommendations, setting up meetings with key stakeholders and with USAID.

Support pricing and operational research.

Participate in preliminary technical design with Winrock’s team (remotely).

Participate in regular technical check-ins with Winrock’s team (remotely).

QUALIFICATIONS:

Bachelor’s degree required in relevant field

Minimum five years’ experience in relevant field

Proven communications and capacity strengthening skills

Familiarity with USAID programming desired

Fluency in French and English
