About the project

Management Sciences for Health (MSH) is actively seeking to grow our activities and continue our work to improve equitable access to high-impact, evidence-based health services in Madagascar. We are anticipating the release of new health sector opportunities from international development agencies, such as USAID, this year, and are currently looking for technical leaders who would be interested in leading these assignments with us (should MSH be awarded any of these projects).

About your role

Our Technical Directors are responsible for providing technical leadership and building institutional capacity of the project. They will ensure program and technical direction, staff alignment with the project vision, goals, and plans to achieve program results. With guidance and support of the Chief of Party (COP), the Technical Director will coordinate the provision of technical services, harmonize efforts and maximize synergy and integration between project program areas and units. They will set a positive tone for the entire project and inspire staff to apply results-based approaches for timely delivery of services to the clients we serve including but not limited to timely producing high quality documentation of project’s successes and lessons learned for local and international audiences, as well as quarterly reports.

This position is contingent upon award and funding.

How will YOU accomplish this?

As the Technical Director you will be expected to provide technical leadership and support the efficient implementation of project strategies and activities. Specific areas of accountability could include:

Provide technical leadership for the project and ensure the efficient implementation of project activities and the timely reporting of those activities to regional and country specific donors, and MSH headquarters.

Coordinate project liaison and collaboration with partners, USAID, clients, and stakeholders, including MSH headquarters. Maintain a partnership with USAID that engenders trust and respect and builds confidence in MSH’s ability to get the job done.

Set direction and coordinate annual workplan development, implementation, and review. Ensure alignment with regional frameworks and strategies, national and donor strategies in each country – including USAID strategies. Iidentify opportunities for integrated planning and implementation creating synergies between various program areas.

Contribute to a knowledge management system where the donor vision and government values permeate through our clients to reach beneficiary communities, and the learning from grassroots and countries is documented and shared to influence new programming at national and regional levels.

Promoting the MSH values of creating an equitable and respectful work environment, that fosters a sense of belonging for all. You will ensure project staffing, structure and reporting relationships are aligned with project needs, local context, and available resources.

You will manage and mentor the project team as per MSH policies and guidelines and implement an effective performance-management program including regular check-ins, annual appraisals, supportive supervision, training, and coaching to encourage our staff in their career development initiatives.

Fostering the growth of a data driven environment with a focus on impact. You will be required to develop a measurable technical strategy and execute a project results framework, performance monitoring plan, and a results and learning dissemination plan. These will be supported by annual work plans as per contract/agreement requirements, MSH technical frameworks and standards.

Nurturing our client and stakeholder relationships is a core focus of project leadership positions at MSH. Your emphasis will be on building and maintaining strong respectful working relations with all internal and external stakeholders, beneficiaries, prime and subcontractors, suppliers, and partners.

This list is not exhaustive, and we would expect our Technical Directors to be both innovative and strategic in suggesting and implementing new methods to achieve the outcomes and impact desired by our client and needed by the people the project aims to serve.

QUALIFICATIONS

Specific requirements for this role are:

Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with government agencies, NGOs, private sector groups, USAID and other donor organizations.

A strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.

Demonstrated strategic agility, diplomacy, conflict management, team building, written and oral communication, and negotiation skills.

Familiarity with USAID regulations and administrative procedures in the implementation of donor assisted projects.

A passion for building teams, coaching, and building capacity both internally and externally.

From a practical point of view, you will have:

A master’s degree in social science, public health, or other appropriate area is required.

A minimum of 8 years of direct relevant experience in the implementation and management of international development projects, specifically, with combined experience in two or more technical areas such as: primary health care, maternal children and neonatal care, family planning, maternal, newborn, and child health (FP/MNCH), nutrition, malaria, tuberculosis (TB), HIV and AIDS (limited interventions), and Water/Sanitation/Hygiene, and health systems strengthening.

At least 5 years of supervisory experience.

Fluency in English (required), and French (required). Malagasy will be advantageous.

Prior authorization to work in Madagascar is also an advantage.
