On behalf of our client, one of the worlds leading bilateral development banks that manages and finances some 2,000 development projects in more than 100 countries, we are looking for their office in Prishtina, a highly qualified and very motivated Local Expert Regional Climate Partnership (LERCP).

Job summary:

The LERCP's role will be to support the implementation of the Regional Climate Partnership in Kosovo and regionally, in close coordination with the competent Kosovar institutions (Ministry of Finance and Economy and relevant Line Ministries) and regional (Energy Community, Regional Cooperation Council). Moreover, they will support the Kosovar partners in the elaboration and implementation of climate policy strategies and corresponding regulations. Besides Kosovo, an additional (and optional) country focus within the Regional Climate Partnership may also be North Macedonia. These tasks will always be fulfilled in close coordination with our Client's Country Director in Kosovo, other colleagues working on the partnership in the region, as well as GIZ and Germany's Ministry of Economic Cooperation and Development (as well as other ministries).

Key responsibilities of the LERCP as a member of the interinstitutional Task Team Climate - will consist of:

Establishing and maintaining excellent relations to relevant partners and decision makers (esp. Kosovar ministries and other partners in the region) in the focal areas climate and energy;

Liaising with bilateral/multilateral donors and other relevant stakeholders (NGO, private sector) in Kosovo and in the region, maintaining a close overview of their activities in the climate and energy area in Kosovo and in the region, as well as identifying opportunities for cooperation;

Constant observation and analysis of climate policy decisions, legislative initiatives and strategy processes in Kosovo and in the region as well as Cluster 4 negotiations in the context of EU accession; regular reporting to our Client, Embassy and German Ministry for Economic Cooperation and Development (BMZ); making suggestions for the positioning of German DC and our Client;

Participation at relevant events and policy dialogues between the Kosovan and other regional partners and the donor community;

Supporting strategic portfolio development of German DC/our Client in the focal area of climate and energy, including instruments like Policy-based Lending (PBL) and Results-based Finance;

Supporting policy formulation and dialogue in the framework of the energy sector PBL jointly implemented with AFD and other cooperating IFIs;

Demand driven support of and advice to the Kosovan partners in formulating and implementing climate policy (esp. line ministries);

Support of Embassy and our Client's Office Pristina in executing its role as lead donor in the energy as well as water/waste water and solid waste sectors including a coordination function in the respective Donor Working Groups;

Designing and organizing events, conferences and dialogue formats as well as publications in order to support the impact and visibility of the Regional Climate Partnership;

Maintaining regular communication and debriefings within the structures of the partnership, with our Client's Office Pristina, the relevant Sector Teams in Frankfurt and the German Embassy;

Supporting the German Ministry of Economic Cooperation and Development (BMZ, as well as other ministries) with the strategic development of the Regional Climate Partnership;

Liaising with GIZ and BMZ on day-to-day operations of the Regional Climate Partnership;

Required qualifications:

University degree (MSc/MBA equivalent) preferably in economics, business/public administration or environmental/civil engineering; any other university studies alternatively welcome, if accompanying relevant track record in climate and/or energy policy exists;

5+ years of related experience in relevant institutions and sectors in Kosovo or in the Western Balkan region, preferably gained with an international organization or relevant national institutions;

Excellent diplomatic and communication skills;

Excellent computer literacy skills (MS Office);

Strong analytical as well as reporting, communication and self-organization skills;

Strong negotiation skills, persuasive power, integrity, autonomy in the day-to-day work, hands-on attitude, as well as clear ability to work in a team;

Fluency in Albanian, and English required (both written and spoken); German and/or Serbian considered a strong asset.

Term of Employment/Training:

The position is tendered as a full-time fixed-term contract of 18-24 months; application for part-time will be considered. However, depending on the final design of the Climate Partnership and the demand on the Kosovar side, it is envisaged to extend the employment further.
